HomeMy WebLinkAboutResolution No. 4978 RESOLUTION NO. 4978 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUESTING THAT THE STATE LEGISLATURE AMEND ASSEMBLY BILL 2443 - THE ENERGY LIFELINE ACT WHEREAS, in 1982, the Legislature of the State of California, passed the Energy Lifeline Act (AB 2443) which mandates that rates for household consumption of natural gas triple when usage exceeds 72 therms per month; and WHEREAS, the City's senior population and other fixed income residents experienced a financial hardship during these recent unusually cold winter months, and are finding it difficult to cope with this exorbitant cost for heating their homes; and WHEREAS, the substantial increase in natural gas prices has forced many fixed income residents to shut off their heaters, thereby posing a significant health hazard to elderly residents and children in fixed income homes; and WHEREAS, the Legislation is not written to make adjustments for unusually cold winter months, such as the ones that were experienced in November and December of this year; and WHEREAS, the citizens of Downey have voiced their strong concern to the City Council, asking the Council's help and support on this matter; NOW, THEREFORE, the City Council of the City of Downey does hereby request that the State Legislature amend the Energy Lifeline Act (AB 2443) to reflect the law's original intent, energy conservation, and remove the law's threat to the health and well being of our citizens.
