A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
OPPOSING CALIFORNIA STATE ASSEMBLY BILL 1624
WHEREAS, the City of Downey has created and implemented a Paramedic
Emergency Medical Transportation Subscription Program which provides emergency
ambulance transportation to Downey residents as often as needed during any
_ membership year in exchange for a voluntary annual membership fee of $12.00
and;
WHEREAS, this program was created in order to provide a much needed
ambulance service that is both prompt and reliable, and which will not create
an unreasonable financial burden to persons on fixed or limited incomes and to
the elderly; and
WHEREAS, the success of this innovative program has been clearly
demonstrated during its first f u l l year of operation, and;
WHEREAS, subscription to the Paramedic Emergency Medical Transportation
Program is entirely voluntary, thus it does not constitute a tax on residents;
and
WHEREAS, California State Assemblyman Dennis L. Brown (R) 58th District
- Long Beach, has introduced Assembly Bill 1624 at the request of the
California Ambulance Association, a trade organization representing the
private ambulance industry; and
WHEREAS, Assembly Bill 1624 would specify that public fire services
shall be prohibited from entering into subscription agreements for emergency
medical services; and
WHEREAS, enactment of Assembly Bill 1624 would adversely effect the
City of Downey, which has expended certain funds upgrading and expanding the
paramedic service and creating the Paramedic Emergency Transportation Program
and voluntary subscription membership; and
WHEREAS, enactment of Assembly Bill 1624 would deprive persons with
limited incomes and elderly persons of prompt and reliable emergency medical
transportation service at an affordable price.
NOW, THEREFORE, the City Council of the City of Downey does hereby
resolve as follows:
SECTION I: The City Council of the City of Downey urges the
California Legislature to consider voluntary emergency medical transportation
subscription programs, operated by either private or public agencies, as a
resonable alternative to the relatively high emergency ambulance service fees
currently being charged by many of Californias ambulance service providers.
SECTION II: The City Council urges Assemblyman Dennis L. Brown to
withdraw or abandon his sponsorship and support of Assembly Bill 1624, for
reasons that, if enacted, it will deprive limited income families and senior
citizens in Downey and elsewhere of vital emergency medical services at
affordable prices.
SECTION III:The City Clerk shall certify to the adoption of this
Resolution.
