A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING CLASS SPECIFICATIONS AND DESIGNATING SALARY
RANGES FOR RECREATION COORDINATOR, COMMUNICATIONS SUPERVISOR -
AND TRANSIT DRIVER /DISPATCHER, AND ADJUSTING THE SALARY RANGE
FOR SENIOR CITZEN TRANSIT COORDINATOR
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The class specifications for the following positions marked
as Exhibit A through C attached, hereto and by this reference incorporated
herein, are adopted:
Recreation Coordinator Exhibit A
Communications Supervisor Exhibit B
Transit Driver /Dispatcher Exhibit C
SECTION 2. Exhibit I of the City of Downey Compensation Program (Part IX
of the Personnel Manual) is hereby amended to include the following:
Classification Title Pay Table Schedule Number
Recreation Coordinator 01 16.0
Transit Driver /Dispatcher 29 13.5
SECTION 3. Pursuant to Section 2704(f) of the Downey Municipal Code, the
classification of Communications Supervisor is hereby designated as Middle
Management.
SECTION 4. Section 2(A) of the Management Benefits Resolution (Part XVI
of the Personnel Manual) is hereby amended to add the classification of
Communications Supervisor. Section 2(c) of the Management Benefits Resolution
is also amended to state that the classification of Communications Supervisor
is eligible to receive overtime compensation at the discretion of the Fire
Chief.
SECTION 5. Pursuant to Section IV(1) of the Management Performance/
Compensation Plan, a monthly salary range of $2245 -$2739 is hereby established
for the classification of Communications Supervisor.
SECTION 6. The City Clerk shall certify to the adoption of this
resolution.

RECREATION COORDINATOR
DEFINITION
Coordinates and implements one or more specialized recreation and leisure
time activities; participates in the supervision of part -time and
contract employees; and does related work as required.
DISTINGUISHING CHARACTERISTICS:
The work of this class requires the responsible charge of day -to -day
coordination, supervision and scheduling of recreation and leisure time
offerings. The incumbent in the classification differs from the higher
level Recreation Supervisor class in that the Recreation Coordinator is
primarly concerned with a group of specialized recreation activities
rather than the planning and development of a comprenhensive recreation
program.
TYPICAL DUTIES
Depending on assignment, duties may include but are not limited to the ;
following:
Coordinates, promotes, implements and evaluates recreation activities as
assigned.
Organizes and schedules leisure time activities such as contract classes,
cultural arts, after-school playgrounds, and special sports programs or
events.
Recruits, supervises, evaluates, trains, hires and disciplines part -time
and contract employees.
Prepares or coordinates the development of event publicity, including
news releases, flyers pamphlets and brochures.
Maintains close contact with school officials having related responsi-
bilities for program implementation.
Schedules working hours for part -time recreation staff.
Administers and coordinates payroll duties for assigned personnel.
Participates in the development of the annual budget for a recreation
activity or group of activities.
Maintains records and develops reports concerning new or ongoing programs
and program effectiveness.
Recommends and arranges for the purchase of necessary equipment and
supplies.
DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and education that could likely
provide the required skills, knowledge and abilities would be
qualifying. A typical way to obtain the skills, knowledge and abilities
would be:
Experience: Two (2) years of experience in the implementation of
recreation activities or programs.
Education: Equivalent to a Bachelor's degree from an accredited
college or university with major coursework in recreation
administration or related field.
Knowledge of: Procedures for implementing a variety of recreational
activities and programs through community participation;
program content for specialized community recreation
activities; personnel management principles, practices and
techniques including methods for employee selection,
supervision, evaluation and training; and common
recreational and social needs of various age groups.
Ability to: Coordinate, organize and implement recreation and leisure
time activities and specialized events; prepare and
distribute publicity concerning new or ongoing recreation
activities; select, train, supervise and evaluate part-
time and contract employees; understand community needs in
a variety of recreation areas and evaluate activities
according to those needs; identify methods to maximize
service effectiveness and efficiency; communicate clearly
and concisely both orally and in writing; establish and
maintain effective working relationships with public _
groups, agencies school officials, the media and others
contacted in the course of work.
SUPERVISION RECEIVED
Direction is provided by the Recreation Supervisor.
SUPERVISION EXERCISED
Responsibilities include direct supervision of a variety of part -time and
contract personnel.

COMMUNICATIONS SUPERVISOR
DEFINITION
Under general direction, supervises and directs the staff of the Fire
Communications System involved in the dispatching of emergency vehicles,
equipment and personnel; plans and coordinates the routine and emergency
operations of the Fire Communications System.
TYPICAL DUTIES
Supervises the day -to -day operation of the Fire Communications System.
Supervises the answering of telephones and routing of calls to proper
agencies where emergency help is needed; assures prompt response to
emergency calls and dispatch of appropriate personnel and equipment
needed to handle emergencies in the field.
Prepares and supervises the preparation of reports, logs and records
necessary to the operation.

Coordinates and supervises the communications equipment maintenance
program including contractors, vendors, repair services and others.
Supervises the day -to -day personnel assignments including scheduling,
time reporting, vacations, sick leave, etc.
Plans, coordinates and makes personnel shift assignments and schedules;
prepares and keeps records of employee attendance and leaves.
Participates in the interviewing, selection and training of personnel.
Appraises and evaluates the performance and efficiency of subordinate
personnel.
Handles complaints or grievances and participates in the counseling and
disciplining of employees.
Performs the duties of a Communications Operator as needed or as
circumstances dictate.
Participates in the budgetary process.
DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and education that could likely
provide the required skills, knowledge and abilities would be
qualifying. A typical way to obtain the skills, knowledge and abilities
would be:
Experience: Three (3) years of experience in public safety emergency
switchboard and /or radio communications.
Education: Graduation from high school.
Knowledge of: Emergency communications equipment and procedures; office
procedures and operation of two -way radio, switchboard and
computer terminal; principles of personnel administration
including employee supervision and training.
Ability to: Supervise and direct subordinate Communication Operators
using tact and effective techniques; use common sense;
react and think clearly in emergency situations working
with speed and accuracy; record oral information legibly
and accurately; speak with clear enunciation in a well
modulated voice; show good judgment in processing
emergency calls for proper response; deal effectively with
the public over the telephone; and establish and maintain
effective working relationships with subordinate staff and
fellow employees.
SUPERVISION RECEIVED
Direction is provided by a Fire Captain and /or a Battalion Chief.
SUPERVISION EXERCISED
Responsibilities include direct supervision over a staff of
Communications Operators.

TRANSIT DRIVER/DISPATCHER
DEFINITION
To function as a transit driver with dispatch responsibilities; partici-
pates in client and personnel scheduling, weekly and monthly report
writing with only occasional assistance or instruction; and performs
related work as required.
DISTINGUISHING CHARACTERISTICS
This classification is distinguished from the Senior Citizen Transit
Driver class as the incumbent is assigned primary responsibility for
assisting the Transit Coordinator in dispatching, the maintenance of
records, as well as performing duties of a transit driver. The incumbent
is expected to solve work related problems independently and refer to
supervisory personnel only those matters involving policy interpretation
or decision, technical questions and unusual public relations problems.
This position would normally be filled by advancement from the full -time
Senior Citizen Transit Driver class or, if filled from the outside, would,
require experience as both a transit driver and a dispatcher /scheduler.
TYPICAL DUTIES
Depending on assignment, duties may include, but are not limited to, the
following:
Assist in answering phones, taking client reservations and scheduling in
an efficient, courteous manner.
Dispatch appropriate units in the field using two -way radio.
Keep daily, weekly and monthly statistics for required reports.
Assist in the training of new personnel and keep the established drivers
current on policies, procedures and new techniques in the field.
Assume the responsibilities of the Transit Coordinator on occasion due to
illness, vacation or other.
Perform the duties of a transit driver; transport passengers in
vans /mini- buses; assist passengers on and off of vehicles, pushing and
pulling wheelchairs.
DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and education that could likely
provide the required skills, knowledge and abilities would be
qualifying. A typical way to obtain the skills, knowledge and abilities
would be:
Education: Equivalent to completion of the twelfth grade.
Knowledge of: Organization, procedures and operating details of a
transit operation.
Ability to: Work with limited supervision; communicate effectively
both orally and in writing; work cooperatively with others
and meet the public with courtesy and tact; to push and
pull individuals in wheelchairs observing safety
procedures and precauitons; understand and carry out oral
and written directions.
SUPERVISION RECEIVED
Supervision is provided by professional or technical personnel.
SUPERVISION EXERCISED
Responsibilities include occasional supervision and provision of guidance
to transit drivers.
