A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
OPPOSING THE GANN INITIATIVE (PROPOSITION 61)
WHEREAS, an initiative drafted by Paul Gann shall appear on the
November 1986 ballot; and
WHEREAS, this initiative, the so- called "Fair Pay Amendment," will have
a deleterious effect on the ability of California governments to efficiently
deliver critical services which the state's taxpayers pay for and deserve; and
WHEREAS, many devoted public servants, such as procesutors, medical
researchers, educators, judges, and others will not be offered compensation
competitive with that available in the private sector, and could force
qualified public servants into the private sector; and
WHEREAS, the initiative would punish, through its provisions for sick
leave and vacations, those public employees who are most conscientious in
their use of these benefits; and
WHEREAS, the Gann initiative could actually result in higher, not
lower, pensions for some already highly- compensated former public officials;
NOW THEREFORE BE IT RESOLVED that the City Council of the City of
Downey opposes the Gann "Fair Pay Amendment" initiative and urges its defeat
by the voting public.
The City Clerk shall certify to the adoption of this Resolution.
APPROVED AND ADOPTED this 14th day of October 1986.
