A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY SUPPORTING ATTORNEY GENERAL
JOHN K. VAN DE KAMP'S UNITED EFFORT TO
GUARANTEE ALL STUDENTS THE RIGHT TO LEARN
IN SCHOOLS THAT ARE DRUG FREE.
WHEREAS, research studies show that the use of
drugs and alcohol by school -aged children is epidemic in
our schools and communities; and
WHEREAS, the effects of drug and alcohol abuse
are devastating to young people's lives and their futures,
to their families, to society, and to the educational
environment; and
WHEREAS, schools are an appropriate place to
educate youth about the harmful effects of drug and
alcohol abuse and to assist them in learning positive
ways to make healthy choices in their lives; and
WHEREAS, the schools cannot be expected to
shoulder this burden alone because the future of the
entire community, indeed of our democracy, depends upon
having an educated citizenry able to make ethical and
moral choices; and
WHEREAS, schools should provide a safe haven for
students so that our youth can be safe, and learn
effectively;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
DOWNEY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Endorse the Attorney General's efforts
to unite all educators and law enforcement professionals
in developing and maintaining local drug prevention pro-
grams in our schools. These efforts are to include the
following:
a. Continuation and maintenance of the
D.A.R.E. Program in our schools
b. Expansion of the D.A.R.E. Program when
possible
c. Highest priority to be given to drug
and alcohol abuse prevention efforts
