A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY APPROVING AN AMENDMENT TO THE
GENERAL PLAN OF THE CITY OF DOWNEY: GP86 -1
__ WHEREAS, the City Planning Division and the City Planning Commission
reviewed and revised the General Plan adopted by the City Council on the
8th day of January, 1973, and subsequently prepared proposed General Plan
Amendment Report 86 -1, and did all those things legally and technically
required by law to develop a report and map adequate in scope and authority
to serve the purpose of a General Plan; and
WHEREAS, the City Planning Commission gave required notice and did hold
a public hearing on May 7, 1986, for the purpose of considering the adoption
of said proposed General Plan Amendment 86 -1; and
WHEREAS, the subject amendment proposes to change the Land Use designation
of property located at 11832 Paramount Boulevard (Parcel 1) from Medium Density
Multiple Residential to Retail Commercial and at 8024 DePalma Street (Parcel 2)
from Retail Commercial to Medium Density Multiple Residential; said property
is described below:
Parcel 1
Beginning at a point in the centerline of Paramount Boulevard as
shown on Map of Tract No. 12220, recorded in Book 229, Page 1 of
Maps, records of said County, distant North 32° 29' 50" East thereon
2,168.55 feet from the intersection of said centerline with the
centerline of Alameda Street as shown on Map of Tract No. 5016
recorded in Book 61, Page 15 of Maps, records of said County;
thence South 58° 43' 10" east 50.01 feet to the Southeasterly
line of Paramount Boulevard and the true point of beginning of
this description; thence continuing South 58° 43' 10" East
160.00 feet to the Northwesterly line of Parcel 1, of the land
described in deed recorded December 8, 1947 as Instrument No.
541; thence along said Northwesterly line North 31° 47' 20"
East 177.88 feet to the Southwesterly line of DePalma Street;
thence along said Southwesterly line North 58° 38' 25" West
144.83 feet to the beginning of a tangent curve, concave
southerly having a radius of 15.00 feet; thence Northwesterly,
Westerly and Southwesterly along said curve through a central
angle of 90° 00' 30 ", an arc distance of 23.56 feet to a point
of tangency with said Southeasterly line of Paramount Boulevard;
thence South 31° 21' 05" West along said Southeasterly line
86.89 feet to an angle point therein; thence continuing along
said Southeasterly line South 32° 29' 50" West 76.21 feet to
the true point of beginning.
Parcel 2
Beginning at a point identical to the true point of beginning
for the above described Parcel 1; thence South 58° 43' 10" East
150 feet to the true point of beginning of this description;
thence continuing South 58° 43' 10" East 102.87 feet; thence
South 32° 29' 50" West 87.95 feet; thence North 58° 43' 10"
West 102.87 feet; thence North 32° 29' 50" East 87.95 feet
to the true point of beginning.
WHEREAS, following said public hearing, the City Planning Commission
gave further careful consideration to testimony and all facts and opinions
offered at the aforesaid public hearing;
WHEREAS, at a meeting held May 7, 1986, the Planning Commission adopted
Resolution No. 930 recommending said General Plan Amendment to the City
Council of the City of Downey; and

WHEREAS, a public hearing has been held before the City Council relative
to adoption of the recommended amendment; and
WHEREAS, a notice of said public hearing was duly given in the manner
provided by law; and
WHEREAS, the City Council finds the proposed General Plan Amendment will
promote community objectives and serve to promote the general health, safety,
convenience and welfare of the citizens of the City of Downey; and
WHEREAS, the environmental impact of the proposed project has been
reviewed and has been certified to be in compliance with the California
Environmental Quality Act (CEQA) and the City's Guidelines, and a Negative
Declaration was published on May 30, 1986.
NOW, THEREFORE, BE IT RESOLVED, that the City Council does hereby amend
the General Plan Land Use designation for Parcel 1 to Retail Commercial, and
for Parcel 2 to Medium Density Residential.
PASSED, APPROVED AND ADOPTED this 8th day of July , 1986.
