A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF DOWNEY APPROVING AN
AMENDMENT TO THE GENERAL PLAN OF
THE CITY OF DOWNEY: GP 85 -1
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
Section 1. The City Council finds and detrmines as follows:
1. That an application for a General Plan Amendment for certain
real property, commonly known as Parcel A of Rancho Los Amigos ( "Parcel A "),
to change the land use designation on Parcel A from public to light
industrial, was submitted to the City for approval. Attached hereto as
Exhibit "A," and incorporated herein by reference, is an area map depicting
the location of Parcel A.
2. That the City Council has determined that the proposed General
Plan Amendment will not have a significant environmental effect and has
considered and approved a negative declaration for the proposed General Plan
Amendment by adoption of Resolution No. 4669 , which Resolution is hereby
incorporated by reference as if fully set forth herein.
3. That the City Council has considered the effect of the approval
of the proposed General Plan Amendment on the housing needs of the region and
balanced those needs against the public service needs of its residents, and
available fiscal and environmental resources.
4. That the proposed General Plan Amendment is consistent with the
existing General Plan and, in particualr, with the following General Plan
policies as applied to the area affected by the proposed Amendment:
To create a coordinated and balanced land use pattern capable of
effectively meeting the present and future needs and desires of the
community in a manner providing for appropriate land use benefits and
compatibility.
To create and maintain attractive and convenient industrial areas
properly located in the communty and encourage a healthy industrial
climate within which industry can successfully operate.
To allocate sufficient and properly located land areas to meet the
industrial land use needs and potential in the community.
To require adequate buffering between industrial and non - industrial
districts.
To maintain reasonable codes, adhere to protective development standards
and initiate new programs to improve the industrial area and assist
industries in assembling land for expansion or location of new firms in
the City.
To establish land use allocations based upon a balanced land use pattern
the City desires to attain and can realistically achieve, reflecting the
functional and aesthetic interrelationships considered most desirable.
To provide reasonable effective controls designed to protect each land
use category from encroachment by conflicting or incompatible uses.
To place special emphasis on the protetion against land use conflict in
transitional areas, where land use changes are occurring or are
anticipated.
Section 2. The General Plan Amendment GP 85 -1 is hereby approved to
change the General Plan land use designation of that certain real property
shown and described on Exhibit A, attached hereto and by this reference
incorporated herein, from Public to Light Industrial.
