A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING CLASS SPECIFICATIONS AND DESIGNATING SALARY RANGES
FOR ASSISTANT PLANNER, EQUIPMENT MAINTENANCE MANAGER
FIRE MARSHAL, PLANNING TECHNICIAN, REDEVELOPMENT MANAGER
AND TECHNICAL COORDINATOR /THEATRE.
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The class specifications for the following positions marked
as Exhibit A through F attached hereto and by this reference incorporated
herein are adopted:

Fire Marshal Exhibit C
Planning Technician Exhibit D
Redevelopment Manager Exhibit E
Technical Coordinator /Theater Exhibit F
SECTION 2. Exhibit I of the City of Downey Compensation Program (Part IX
of the Personnel Manual) is hereby amended to include the following:

SECTION 3. Pursuant to Section 2704(f) of the Downey Municipal Code, the
following classifications are designated as Middle Management: Equipment
Maintenance Manager, Fire Marshal and Redevelopment Manager.
SECTION 4. Section 2(A) of the Management Benefits Resolution (Part XVI
of the Personnel Manual) is amended to add the classification of Fire
Marshal. Section 2(B) of the Management Benefits Resolution is amended by the
deletion of Assistant City Planner. Section 2(C) of the Management Benefits
Resolution is amended to state that the classification of Fire Marshal is
eligible to receive overtime compensation for special call -back duty at the
discretion of the Fire Chief.
SECTION 5. Pursuant to Section IV(1) of the Management Performance/
Compensation Plan, the following monthly salary ranges are established:

Equipment Maintenance Manager $2,375 - $2,898
Fire Marshal $3,228 - $3,924
Redevelopment Manager $3,175 - $3,859
SECTION 6. The City Clerk shall certify to the adoption of this
resolution and shall provide for appropriate distribution thereof.

City of Downey Class Specification
Adopted:
ASSISTANT PLANNER
DEFINITION
Under general supervision, performs professional work in the field of
current and advanced planning and environmental analyses; and does
related work as required.
TYPICAL DUTIES
Researches, analyzes and interprets social, economic, population and land
use data and trends; prepares written reports on various - planning matters
and elements of the General Plan.
Reviews commercial, industrial and various residential development plans
with developers to discuss proposed architectural design, efficient land
utilization, parking, etc.
Reviews building plans, parcel maps and subdivisions for compliance to
appropriate regulations, prepares public notices, graphics, analyses,
reports of recommendations; and prepares appropriate environmental
documents.
Prepares staff reports, environmental documents, graphics, resolutions -
and ordinances for conditional use permits, zone variances, zone changes,
zoning codes and general plan amendments, and makes presentations to the
Planning Commission and advisory boards as directed.
Receives and answers public inquiries regarding zoning, legal
descriptions and zoning violations, and other related matters, either on
the telephone or over the public counter.
Confers with and advises architects, builders, attorneys, contractors,
engineers and the general public regarding City development policies and
standards.
Performs related duties as assigned.
DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and education that could likely
provide the required skills, knowledge and abilities would be
qualifying. A typical way to obtain the skills, knowledge and abilities
would be:
Experience: Some responsible experience in a public or private
planning organization.
Education: Bachelor's degree from an accredited college or university
with major coursework in planning, architecture, landscape
architecture, economics, geography, public administration
or related field.
Knowledge of: Principles and practicies of urban planning; site planning
and architectural design; current literature, information
sources, and research techniques in the field of urban
- planning; building and engineering practices.
Ability to: Learn laws underlying general plans, zoning and land -
divisions; learn applicable environmental laws and
regulations and methods of assessment; analyze and compile
technical and statistical information and prepare reports;
work effectively with architects, engineers, contractors
and the general public; communicate clearly and concisely
both orally and in writing.
SUPERVISION RECEIVED
Direction is provided by the City Planner or a Principal Planner.
Technical or functional supervision may be provided by an Associate
Planner.

EQUIPMENT MAINTENANCE MANAGER
DEFINITION
Under direction, plans, supervises and directs the activities and
operations of the Automotive Equipment Maintenance Section of the
Physical Services Division; is responsible for the efficient repair,
maintenance and servicing of automotive and heavy equipment and related
items, providing for maximum service life with minimum downtime; performs
related management and administrative duties as required.
TYPICAL DUTIES
Develops and implements goals, objectives, policies and priorities for
the Automotive Equipment Maintenance Section of the Physical Services
Division.
Plans, organizes, assigns and schedules repair, maintenance and service
work for automobiles, trucks and heavy equipment; diagnoses defects in
equipment.
Supervises, directly or through subordinates, a staff of employees
engaged in automotive repair, maintenance and service activities.
Develops and implements preventative maintenance programs and schedules
vehicles for preventative maintenance through the use of computerized
fleet maintenance programs.
Establishes shop operating policies and procedures.
Inspects and tests completed work, reviews and analyzes labor and
material costs.
Prepares and administers the budget for the Automotive Equipment
Maintenance Section. Confers with City department representatives to
ascertain equipment costs and replacement needs.
Assumes significant responsibility for personnel activities including
performance evaluations, training, hiring, promotions, transfers, etc.
Recommends and administers disciplinary actions.
Supervises the maintenance of equipment records of costs, repairs, usage
and time cards. Prepares written and narrative reports.
DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and education that could likely
provide the required skills, knowledge and abilities would be
qualifying. A typical way to obtain the skills, knowledge and abilities
would be:
Ex erience: At least six (6) years of increasingly responsible journey
- level experience in the repair and maintenance of
- automotive and heavy equipment including considerable
experience in a supervisory position. Experience in and
familiarity with computerized fleet maintenance programs
is highly desirable.
Education: Equivalent to completion of the twelfth grade supplemented
by formal training in automotive maintenance and repair as
well as supervision.
Knowledge of: Basic principles of budgeting, fiscal planning and
business procedures; principles of supervision and
training; vehicle /equipment repair scheduling; preparing
vehicle and equipment specificiations. Considerable
knowledge of the standard tools, materials, methods and
equipment of the automotive mechanic trade; principles of
operation of gasoline and diesel driven equipment; and
repair and service methods applicable to trucks and heavy
equipment.
Ability to: Effectively plan, organize and supervise the work of
supervisory, lead, skilled and semi - skilled personnel;
diagnose mechanical problems and estimate costs; maintain
records and prepare reports; prepare and interpret
specifications; establish and maintain effective working
relationships with all contacted during the course of
work.
License Required: Valid California Driver'c License.
SUPERVISION RECEIVED
Works under the direction of the Superintendent of Physical Services.
SUPERVISION EXERCISED
Supervises supervisory, lead, skilled and semi - skilled personnel.

Adopted:
FIRE MARSHAL
DEFINITION
Under general direction, plans, organizes and directs the activities of
the City's Fire Prevention Bureau; serves as an administrator next in
rank to the Fire Chief; supervises the inspection of structures within
the City; performs enforcement duties in the application of fire and
building codes; does related work as required.
TYPICAL DUTIES
Administers and directs any and all of the following: budget preparation
and control; fire prevention inspection programs; public education; code
and ordinance development; enforcement of state law and local ordinances;
fire and explosion cause and criminal investigations; building,
engineering and plan check services; engineering of water supply for fire
protection; maintenance of departmental records; emergency fire
operations.
Acts as liaison with all other City departments and divisions.
Assists the Fire Chief in administrative activities as assigned.
Responds to fire and other emergencies when off duty.
Provides training and technical information for suppression personnel and
the general public.
Supervises and participates in the inspection of buildings for compliance
with existing codes, laws and ordinances.
Reviews construction and precise plans to ensure that structures and fire
protection systems meet fire and building code requirements.
Develops, administers and monitors Fire Prevention Bureau budget.
Oversees fire prevention record keeping function and maintains
statistical data.
Coordinates the fire investigation program including the conduct of
detailed investigations, effecting custody arrests and counseling
juvenile offenders.
Resolves situations involving reluctance to comply with fire safety codes
and ordinances by issuing citations or initiating legal action against
violators.
Advises developers and architects concerning project compliance with
safety standards.
Assumes the authority of Fire Chief in his absence when so designated.
DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and education that could likely
provide the required skills, knowledge and abilities would be
qualifying. A typical way to obtain the skills, knowledge and abilities
would be:
Experience: At least three (3) years experience in fire prevention
with five (5) years at the rank of Fire Captain.
Education: Graduation from high school, supplemented by 60 units of
college level work in Fire Science /Administration.
Knowledge of: Fire protection engineering principles; state and local
fire and life safety codes and systems; enforcement
methods, building codes, building and construction
techniques; water system improvement methods and flow
requirements; fire, explosion and criminal investigation
techniques; photography, criminal law and code development
methods; supervision and administration methods; record
keeping procedures; budgeting; computer operation; and
weapons use and maintenance.
Ability to: Effectively communicate both orally and in writing; plan
and organize work; interpret technical information;
effectively interpret codes; work without supervision;
mediate difficulties; coordinate activities of various
divisions or departments; administer a Fire Department
division; develop an annual budget; investigate and
develop cases for prosecution; interface with all City
departments or divisions; supervise division personnel;
maintain effectiveness with a firearm, meeting established
departmental guidelines.
License Required: Valid California driver's license. PC -832 Certificate
including firearms training, or must be obtained
within ninety (90) days after appointment.

SUPERVISION EXERCISED
Fire Protection Engineer /Consultant, Fire Inspector /Investigator,

City of Downey Class Specification
Adopted:
PLANNING TECHNICIAN
DEFINITION
Under supervision, performs a variety of drafting and related office and
technical work related to planning assignments; and does related work as
assigned.
TYPICAL DUTIES
Collects and compiles data and makes computations regarding zoning and
subdivision regulations.
Participates in making surveys and gathers information relating to land
use and other community planning problems.
Prepares simple technical presentations and studies to accompany reports.
Prepares graphics for meetings, reports and publications.
Compiles and makes analyses of current data and statistics.
Prepares and updates zone maps, land use maps, location parcel and tract
maps to scale based on data obtained from public records, subdivision and
parcel maps and field surveying notes.
Designs, inks, traces and letters charts, graphs, maps, plans and other
illustrative materials using color.
Performs mathematical calculations such as angles, radius, lengthof
curgves, acres or square feet of lots and parcels.
Researches and compiles data for special studies and environmental
reports.
Performs related dutes as assigned.
DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and education that could likely
provide the required skills, knowledge and abilities would be
qualifying. A typical way to obtain the skills, knowledge and abilities
would be:
Experience: At least one year of experience performing responsible
drafting and graphics work.
Education: Two years of college or university coursework with an
emphasis in planning, architecture or related field,
including courses in drafting.
Knowledge of: Terminology, methods, practices and techniques used in
drafting; statistical and technical writing standards.
Ability to:- Do drafting to scale; line drawings, maps, charts, etc.;
read and analyze and apply a variety of technical
materials accurately and quickly; correlate statistical
materaasl into clear and graphic presentations; establish
and maintain effective working relationships.
SUPERVISION RECEIVED
General supervision is provided by the City Planner or a Principal
Planner. Technical or functional supervision may be provided by
professional level planning positions.

Adopted:
REDEVELOPMENT MANAGER
DEFINITION
Under administrative direction, participates in the planning, organizing
and administration of the City's redevelopment programs; meets and
confers with developers, retailers, property owners and community groups;
does related work as required.
TYPICAL DUTIES
Assists in planning, developing, coordinating and administering
residential, commercial and industrial redevelopment projects.
Coordinates land acquisition and clearing, financing and construction
activities in accordance with program policies and requirements.
Establishes, modifies and evaluates program standards, policies and
procedures.
Assists in preparing requirements and specifications for redevelopment
projects.
Attends and makes presentations at various staff, professional and public
hearings and meetings.
Participates in the selection of and directs consultants engaged to
perform a variety of special studies related to redevelopment activities.
Provides information on redevelopment project areas and projects to
interested developers, businesses and the general public.
Directs relocation operations in the event of displacement due to
redevelopment projects.
Evaluates multiple factors involving economics, community needs and land
use in developing recommendations for the types of development
appropriate for a redevelopment project area.
Directs the preparation and monitoring of the Agency's budget.
DESIRABLE QUALIFICATIONS

would be:
Experience: Four years of responsible professional experience in local
planning and redevelopment, two years of which shall have
been in a supervisory or administrative capacity.
Education: A Bachelor's degree from an accredited college or
university in urban planning, public administration or
related field.
Knowledge of: Considerable knowledge of the principles and practices of
city planning and of the redevelopment process; current
literature and recent developments in the fields of
redevelopment and planning.
Ability to: Participate in technical research on economic,
sociological, engineering and urban planning problems;
analyze and systematically compile technical and
statistical information and prepare technical reports;
develop and maintain effective working relationships with
officials of other government agencies, developers,
retailers, property owners and the general public; and
communicate clearly and concisely orally and in writing.

General direction is provided by the Director of Community Development.

TECHNICAL COORDINATOR /THEATRE
DEFINITION
Under the direction of the Theatre Manager, coordinates and assists in
the technical operations and maintenance of the Downey Community
Theatre. Performs related duties as assigned.
TYPICAL DUTIES
Coordinates with event promoters, managers and technical - personnel in
advance of production dates to determine technical requirements -- lights,
sound, staging and special needs.
Reads and understands contract technical riders, advance sheets, light
and hanging plots, set drawings and ground plans.
Assures facility has necessary technical equipment to meet the require-
ments of productions /events. Rents additional equipment when necessary.
Calculates and submits post -event billings for labor and supplies.
Interviews and makes recommendations on prospective hourly employees.
Maintains files and pertinent information on employees and prospective
hourly employees including payroll time sheets.
Supervises, organizes and directs the work of crews of employees.
Maintains high morale and level of service.
Participates in the stage management of productions when necessary,
including setting cues and making artistic and technical decisions.
Calls consistent cues during performances for lights, sound and fly men.
Monitors the condition of equipment including lighting, sound and rigging
equipment. Arranges for the repair and replacement of equipment within
budgetry limitations.
Maintains inventory and requisitions specialized supplies such as
theatrical lighting lamps, instrument repair parts, colored gel, sound
tape, rigging parts, hemp rope, duct tape, spike tape, douveteen cloth,
etc.
Assists the Theatre Manager in a variety of administrative functions as
directed.
Assists with the general maintenance and safety of the theatre facility
and grounds.
DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and eduction that could likely
provide the required skills, knowledge and abilities would be
qualifying. A typical way to obtain the skills, knowledge and abilities -
would be:
Experience: One year of experience in the management of a community
theatre or similar facility including experience in the
direction of stage lighting and sound systems.
Education: A Bachelor's degree in Theatre Arts or related field.
Knowledge of: The procedures, equipment and techniques used in theatre-
auditorium operations including lights, sound and staging
systems; supervisory methods and practices.
Ability to: Establish and maintain cooperative and effective working
relationships with representatives of various groups and
organizations, vendors, co- workers and subordinate
employees; maintain irregular working hours including many
nights, weekends and extended working hours.
License Required: Valid California Driver's License.
