A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
IMPLEMENTING CLASSIFICATION AND COMPENSATION
ADJUSTMENTS FOR POSITIONS IN THE ADMINISTRATIVE
SECTION OF THE HOUSING DIVISION
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The class specifications for the following classes marked as
Exhibits A through D, attached hereto, and the corresponding salary ranges are
hereby adopted effective on July 2, 1984.
Housing Manager Range A -33
Housing Specialist II Range 24
Housing Specialist I Range 22
Project Assistant Range 18.5
SECTION 2. The class specifications for the following classes which were
in effect prior to July 1, 1984, are hereby deleted from the classification
plan:
Housing Coordinator
Manager /Housing and Human Services
Housing Rehabilitation Specialist
Project Assistant
SECTION 3. The City Clerk shall certify to the adoption of this
resolution and shall provide for appropriate distribution thereof.

HOUSING MANAGER
DEFINITION
Plans, supervises and directs the Housing Division of the Community
Developmenmt Department; coordinates, implements and administers the
Community Development Block Grant (CDBG) program; performs related duties
as required.
TYPICAL DUTIES
Coordinates, implements and administers the application for and
administration of the Community Development Block Grant (CDBG) program
assuring compliance with all Federal, State and local requirements,
regulations and laws. Supervises a staff of clerical, technical and
professional personnel involved in the administration of Community
Development Block Grant programs.
Administers the housing rehabilitation assistance program and Section 8
Rental Assistance Program.
Provides public information and referral services relating to housing
programs available to City residents.
Prepares a variety of narrative, statistical and financial reports.
Performs research and analyses.
Prepares recommendations, project plans, maps, graphs and necessary
documents.
Investigates and prepares applications for potential grant sources.
Selects, supervises, trains and evaluates subordinate personnel.
DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and education that could likely
provide the required skills, knowledge and abilities would be
qualifying. A typical way to obtain the skills, knowledge and abilities
would be:
Experience: Four years of progressively responsible experience
implementing and administering Community Development
Block Grant programs for a public agency, two years of
which shall have been in a supervisory capacity.
Education: A Bachelor's degree from an accredited college or
university in urban planning, public administration or
related fields.

HOUSING SPECIALIST II
DEFINITION
Under limited supervision and direction, supervise the City's Housing
Rehabilitation Assistance Program, including Senior Paint and Fix -Up and
Rental Rehabilitation programs. The position necessitates a considerable
amount of interdepartmental communication and coordination.
DISTINGUISHING CHARACTERISTICS
Housing Specialist II is an advanced level classification which is
distinguished from Housing Specialist I by its greater involvement in the
overall planning and strategy development of the programs administered by
the Housing Division. Responsibilities include the responsibility for
the overall management of specific programs.
TYPICAL DUTIES
Administer Housing Rehabilitation Program,
Develop marketing and citizen participation strategies for all Housing
Rehabilitation Assistance programs.
Prepare reports and grant proposals for submission to Federal, State and
local agencies.
Assemble and process loan applications, utilizing Federal and local
rehabilitation loan assistance and private financing.
Assist owners in determining the most feasible treatment of their
property in relation to financial assistance available.
Serve as project staff on the financial aspects of the rehabilitation
assistance activities.
Monitor rehabilitation loan cases to expedite the ,financing process or

provide assistance if problems occur.
Prepare reports, forms and documents concerning rehabilitation as
required.
Supervises, trains and evaluates subordinate personnel.

HOUSING SPECIALIST I
DEFINITION
Under limited supervision and direction, assist project area property
owners in financing, rehabilitation, construction and renovating housing
units and property located throughout the City; perform related work as
required.
DISTINGUISHING CHARACTERISTICS
Housing Specialist I is distinguished from the more advanced Housing
Specialist II class by its greater involvement in the direct
implementation of the programs administered by the Housing Division.
Responsibilities include considerable direct contact with program
participants.
TYPICAL DUTIES
Develop citizen participation in the rehabilitation effort.
Interview property owners to inform them of program benefits and assist
them in making proper rehabilitation decisions.
Compile necessary owner financing information for securing real estate
and rehabilitation loans.
Initiate appropriate credit check and reference procedures.
Assemble and process loan applications, utilizing Federal and local
rehabilitation loan assistance and private financing.
Assist owners in determining the most feasible treatment of their
property in relation to financial assistance available.
Serve as project staff on the financial aspects of the rehabilitation
assistance acitivties.

PROJECT ASSISTANT
DEFINITION
Under supervision, provide technical assistance in all phases of Block
Grant programs, including Housing Rehabilitation Assistance program and
Senior Paint and Fix -Up program.
DISTINGUISHING CHARACTERISTICS
The Project Assistant is the para - professional class in the Housing
classification series. Incumbent employees in this class provide
technical assistance to professional staff in the implementation and
administration of Housing Division programs.
TYPICAL DUTIES
Interview property owners to inform them of program benefits and
determine eligibility for Senior Paint and Fix -Up program.
Assist owners in determining scope of work.
Complete necessary owner information for securing assistance.
Initiate appropriate verification and reference procedures.
Monitor accuracy and completeness of all Housing Rehabilitation and
Senior Paint and Fix -Up files.
Prepare monthly statistical reports.
Compile all required demographic information.
Process all in- progress payment requests.
Coordinate payment process, with finance personnel.
Prepare special reports as necessary.
Assist Housing staff in preparing all submissions to Federal, State and
local agencies.
Coordinate work assignments of Paint and Fix -Up crews.
Conduct research as necessary.
DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and education that could likely
provide the required skills, knowledge and abilities would be
qualifying. A typical way to obtain the skills, knowledge and abilities
would be:
Knowledge of: Extensive knowledge of Community Development Block Grant
(CDBG) programs and relevant Federal laws and regulations;
applicable land use, finance, real estate and planning
practices and regulations; methods and techniques used in
grant development and administration; principles of
organization and supervision.
Ability to: Communicate effectively both orally and in writing.
Perform financial calculations.
Interact effectively with the public.
Function under general direction.
Maintain effective working relationships.
Maintain accurate and complete records.
SUPERVISION RECEIVED
Direction is provided by the Director of Community Development.
SUPERVISION EXERCISED
Responsibilities include direct supervision of professional, technical
and clerical staff.
Experience: Three years of experience in Community Development Block
Grant funded programs, Section 8 Rental Assistance
Program, or other related community development programs,
including some supervisory experience.
Education: A Bachelor's degree in Public Administration, Business
Administration or a related field.
Knowledge of: Community Development Block Grant programs and relevant
Federal laws and regulations; applicable land use
financing; real estate, construction and housing
rehabilitation practices and the mortgage or banking
fields; principles of organization and administration.
Ability to: Work with limited supervision and direction, and exercise
supervision.
Effectively communicate orally and in writing.
Plan and organize work.
Deal with others in an effective and tactful manner.
Perform financial calculations.
Maintain accurate and complete records.
SUPERVISION RECEIVED
Direction is provided by Housing Manager.
SUPERVISION EXERCISED
Responsibilities include supervision of subordinate professional
technical and clerical personnel.
Experience: Two years of experience in real estate financing, housing
rehabilitation and Federal and State Housing Assistance
programs -- developing citizen participation, developing
financing and contractual agreements required in
residential real estate financing and construction.
Education: Completion of two years of college supplemented by the --
experience listed below; a Bachelor's degree in a related
field may be considered in lieu of portions of the
experience requirement.
Knowledge of: Real estate, construction and housing rehabilitation
practices and the mortgage or banking fields; principles
of organization and administration.
Ability to: Work with limited supervision and direction, and exercise
supervision.
Effectively communicate orally and in writing.
Plan and organize work.
Deal with others in an effective and tactful manner.
Perform financial calculations.
Maintain accurate and complete records.
SUPERVISION RECEIVED
Direction is provided by the Housing Manager and the Housing Specialist
II.
SUPERVISION EXERCISED
Responsibilities may include supervision of para - professional, technical
and clerical personnel.
Experience: One year experience in Community Development Block Grant
and /or Section 8 programs.
Education: Graduation from high school supplemented by college level
courses in public or business administration or
management.
Knowledge of: Community Development Block Grant (CDBG) programs and
relevant laws and regulations. —
Ability to: Work with limited supervision and direction.
Understand instructions both written and oral.
SUPERVISION RECEIVED
General supervision is provided by professional Housing Division
personnel.
SUPERVISION RECEIVED
