A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
IMPLEMENTING CLASSIFICATION AND COMPENSATION ADJUSTMENTS
INCLUDED IN THE 1984 -85 FISCAL YEAR BUDGET
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. Effective on July 2, 1984, the salary plan is amended as
follows:
Class From Salary Range To Salary Range
Senior Programmer 23 24.5
Programmer 20 21.5
SECTION 2. The class specification for Senior Code Enforcement Officer
and Code Enforcement Officer attached hereto and marked as Exhibits A and B,
respectively, are hereby adopted.
SECTION 3. The Salary Plan is hereby amended as follows:
Class Salary Range
Senior Code Enforcement Officer 22
Code Enforcement Officer 20
Incumbent employees occupying the classification of Code Enforcement
Officer at the time of the adoption of this resolution shall be
"grandfathered" at salary range 21 during the period that they occupy their
current positions. As these incumbent employees vacate the classification of
Code Enforcement Officer, the position shall be refilled at salary range 20.
SECTION 4. The City Clerk shall certify to the adoption of this
resolution and provide for the appropriate distribution thereof.

Adopted: 7/24/84
SENIOR CODE ENFORCEMENT OFFICER
DEFINITION
To lead and participate in the enforcement of code requirements relating
to maintenance of properties and structures; to enforce the sign
ordinance; to conduct inspections and investigations relative to the
enforcement of codes and ordinances; to supervise subordinate personnel
in the code enforcement section; and to do related work as required.
TYPICAL DUTIES
Lead, assign, supervise and participate in the enforcement of municipal
codes and ordinances.
Review and evaluate the work of other code enforcement personnel and
participate in the most difficult and complex enforcement cases.
Perform follow -up investigations to insure that code and ordinance
compliance is being achieved.
Assist in the development of new municipal codes and ordinances and in
recommending changes to existing regulations.
Develop and maintain written case information; write letters and
narrative reports; keep records and chronological logs; take photographs
and keep files.
Respond to difficult inquiries and complaints from the general public;
maintain a good working relationship with members of the public.
File problem cases with the Building Official for submission to the City
Procesutor; testify at court hearings.
DESIRABLE QUALIFICATIONS
Any combination of experience and education that could likely provide the
required skills, knowledge and abilities would be qualifying. A typical
way to obtain the skills, knowledge and abilities would be:
Experience: Three years of responsible experience in the enforcement
of municipal codes and ordinances, including extensive
public contact.
Education: Equivalent to completion of the twelfth grade,
supplemented by specialized training in code enforcement.
Knowledge of: Building techniques and procedures; investigative
procedures of municipal ordinances which include health
and national codes which include health and safety,
zoning, land use and public nuisance provisions.
Procedures used in training, supervising and evaluating
assigned staff.
Ability to: Effectively communicate orally and in writing.
Respond to the public complaints and inquiries in a
courteous, tactful and firm manner.
Review, analyze and evaluate code enforcement cases and
problems, and take effective action for their correction.
Train, supervise and evaluate assigned staff.
Testify at court hearings.
SUPERVISION RECEIVED
General direction is provided by the Building Official and other
supervisory staff.
SUPERVISION EXERCISED
Responsibilities include leadership and supervision of Code Enforcement
Officers.

CODE ENFORCEMENT OFFICER
DEFINITION
To enforce municipal codes and regulations relating to the general
maintenance of properties and structures; to enforce the sign ordinance;
to conduct inspections and investigations relative to the enforcement of
codes and ordinances; and to do related work as required.
TYPICAL DUTIES
Enforce a variety of regulations including zoning codes, some aspects of
the Uniform Housing Code and sign ordinance; to encourage the public in
the upgarding of various residential and commercial properties.
Conduct investigations on citizen complaints of alleged violations of
code and ordinance violations, and proceed with the necessary steps to
abate such violations.
Develop and maintain written case histories of alleged violations; write
letters and narrative reports; keep records and chronological logs; take
photographs, keep files and other para -legal documentation.
Respond to difficult inquiries and complaints from the general public;
maintain a good working relationship with members of the public and City
staff.
Encourage owners of blighted and dilapidated property and structures to
make use of available financial assistance to improve the property and /or
structures.
Prepare reports on problem cases for submission by Building Official to
the City Prosecutor; testify at court hearings.
DESIRABLE QUALIFICATIONS
Any combination of experience and education that could likely provide the
required skills, knowledge and abilities would be qualifying. A typical
way to obtain the skills, knowledge and abilities would be:
Experience: Some work experience in municipal code enforcement or
extensive experience in public contact investigative work
such as insurance investigation, claims adjustment or
private security /police investigation.
Education: Equivalent to completion of the twelfth grade.
Knowledge of: Investigative procedures, report and correspondence
writing.
Ability to: Effectively communicate orally and in writing.
Respond to public complaints and inquiries in a courteous
and tactful manner, which will ensure thorough
understanding.
Learn and explain municipal code sections, land use
regulations and to apply this knowledge to specific
problems.
Work without immediate supervision.
Testify at court hearings.
SUPERVISION RECEIVED
General supervision is provided by Senior Code Enforcement Officer and
Building Division management and supervisory staff.
