A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
SUPPORTING EXPLORATION AND DEVELOPMENT OF OFFSHORE ENERGY
RESOURCES AND OPPOSING FEDERAL AND STATE EFFORTS TO
IMPOSE MORATORIUMS ON OFFSHORE ENERGY DEVELOPMENT
WHEREAS, the United States faces a long -term need for greater energy
self- sufficiency, and it is essential for the Nation to be independent for
foreign sources of energy and secure in its own future, and the exploration
and development of our offshore energy sources would help reduce our
dependence on foreign sources; and
WHEREAS, the development of new technologies to increase domestic
supplies and improve and conserve the use of energy are not sufficiently
available as a means of reducing our dependence on insecure foreign oil
supplies; and
WHEREAS, continued exploration and development of domestic offshore
energy resources will ensure a safe and secure supply of oil and gas and
lessen the possibility of an energy shortfall and the concommitant social and
economic consequences which would be devastating to all Americans, threatening
or eliminating jobs and interrupting vital fuel supplies; and
WHEREAS, the heaviest burden of a sudden shortfall of energy in
California would fall upon small businesses and farms, the poor, minorities,
the elderly, and those just entering the job market; and
WHEREAS, a serious energy shortage would cripple many of California's
vital industries which are dependent upon reliable and reasonably priced fuel
including such industries as agriculture, manufacturing, fishing, timber,
tourism, transportation; and
WHEREAS, an orderly development of all domestic energy resources is
essential to restore the United States' economic vitality reduce the out -flow
of American dollars, encourage business development, and contribute to an
increasing level of business growth and employment in the 1980's; and
WHEREAS, the oil and gas industry constitutes a substantial capital
investment to the state's economy and directly employs nearly 350,000 persons
in its operations and over a million other Californians owe their livelihood
to this industry; and
WHEREAS, OCS leasing is the Federal Treasury's second largest source of
revenue, second only to the federal income tax; and
WHEREAS, federal laws have been enacted to regulate the pace of OCS
exploration, protect the environment and ensure that state coastal concerns
are adequately met, and the oil industry has demonstrated in its long history
that it can protect the environment and be in harmony with state and local
coastal concerns.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Downey actively supports the exploration and development of our offshore
energy resources and opposes federal and state efforts to impose moratoriums
on offshore energy development as excessive and a serious impediment to
federal and state energy planning.
The City Clerk shall certify to the adoption of this Resolution and
provide for appropriate distribution thereof.
