A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
OPPOSING THE 1985 RATE INCREASE REQUEST SUBMITTED BY GENERAL
TELEPHONE COMPANY OF CALIFORNIA TO THE PUBLIC UTILITIES COMMISSION
WHEREAS, General Telephone Company of California filed, on October 1,
1984, a request with the California Public Utilities Commission to impose a
$90 million surcharge on customers in 1985; and
WHEREAS, if fully approved by the Public Utilities Commission, the
surcharge would increase basic rates 6.6% per month to a rate of $10.39 per
month; and
WHEREAS, since June 1982, the basic rate for residential telephone
service has risen from $6.25 to $9.75 as a result of five substantial in-
creases granted by the Public Utilities Commission; and
WHEREAS, these increases, when considered along with the most recent
request, represent a 66.2% increase in rates over a two and a half year
period; and
WHEREAS, such increases are exhorbitant when compared to the current rate
of inflation and the general state of the economy; and
WHEREAS, there has been no perceptible improvement in service which would
warrant such large rate increase.
NOW, THEREFORE, be it resolved by the City Council of the City of Downey
that:
SECTION 1. The City Council opposes the most recent rate request
submitted by General Telephone Company of California and urges the Public
Utilities Commission to reject it.
SECTION 2. The City Council urges the Public Utilities Commission to
consider the quality of service provided to consumers and the size and
frequency of past increases when considering future rate increase requests.
SECTION 3. The City Clerk is directed to transmit copies of this
resolution to the Public Utilities Commission, Governor George Duekmejian,
Senator Paul Carpenter, Assemblyman Bruce Young, and Assemblyman -Elect Wayne
