A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
GRANTING APPROVAL OF TENTATIVE TRACT NO. 42943.
The City Council of the City of Downey does resolve as follows:
SECTION 1. The City Council does hereby find and determine that
an application .ias duly filed by Downey Unified School District with
respect to the real property located at 9400 Gallatin Road, requesting
to subdivide a 5.86+ acre elementary school site into 32 single family
residential lots, having minimum lot areas of 10,000 square feet, in
the R1- 10,000 zone; that public hearings were duly set for December 27,
1983 and January 10, 1984 at 7:30 p.m. in the Council Chamber of the
Downey City Hall, 8425 East Second Street, Downey, California, and a
notice of the date, time, place and purpose of aforesaid hearings
were duly given; that hearings were held at the aforementioned time and
place.
SECTION 2. The City Council further finds and determines that all
requirements set forth in Section 9200 have been completed to justify
the granting of the Tentative Tract Map.
SECTION 3. Based upon the aforementioned findings the City Council
hereby grants approval of Tentative Tract No. 42943, subject to the
following conditions:
PLANNING: 1. This approval is for a 32 lot single family residential
subdivision with each lot having a minimum lot area of
10,000 square feet and a minimum lot width of 70 feet,
in the R1- 10,000 zone, as shown on the revised plot plan
dated August 25, 1983. Deviations or exceptions from
said plot plan shall not be permitted without the
approval of the City Planning Commission.
2. General Plan #83 -3 shall be approved by the City
Council prior to the approval of the final map.
3. Parking and driveway areas shall be constructed and
permanently maintained in conformance with Section 9150
of the Downey Municipal Code.
4. A solid decorative masonry wall not less than six
feet (6') nor more than seven feet (7') in height as
measured from the highest of the finished grade of the
single family properties to the east, shall be erected
and permanently maintained along the easterly property
line opposite the extension of Cord Avenue.
5. Payment of fees for park recreational purposes
shall be provided in conformance with Section 9231.8
of the Downey Municipal Code.
6. If City approval is contingent on any changes to
the plans as submitted, the applicant shall submit
three copies of revised plans, incorporating all approved
amendments, overlays, modifications, etc. to the Planning
Division prior to the issuance of building permits.
7. Trees to be saved and incorporated within the approved
subdivision shall be those trees indicated on the approved
plan dated October 7, 1983. To provide design options,
alternatives to the said tree plan may be approved by the
City Planner.
8. That a collapsable barrier to be constructed of
materials approved by the Director of Public Works,
bisect the connection at "C" Street and Cord Avenue.

ENGIr';EERING: 1. G a l l a t i n Road shall be dedicated for right -of -way
one -half street width or 30 feet from the centerline, to
the standards of the City Engineering Division.
2. Curb, gutter, and pavement shall be constructed along
the proposed new street frontages to the standards of
the City Engineering Division.
3. Pavement to consist of minimum four inch thick
section aggregate base and a minimum two inch thick
asphalt concrete surfacing.
4. The existing curb depressions shall be replaced
with curb and gutter to the standards of the City
Engineering Division.
5. Handicapped ramp and parkway trees shall be installed
along entire proposed tract per street plans. Said
improvements shall be permanently maintained to the _
standards of the Department of Public Works and the City
Engineering Division.
6. An engineered grading plan for all lots shall be
submitted by the developers for approval by the Engineer-
ing Division and Buildingand Safety Division, and all
lots shall drain to a street and have not less than a 1%
grade, and whenever the grade differential exceeds one
foot, a retaining wall shall be required.
7. Permanent marbelite street lights with underground
wiring shall be installed along all street frontages
of the entire tract and Gallatin Road, and the tract
shall be annexed into the Downey City Lighting Maintenance
District (D.C.L.M.D.), to the standards of the City
Engineering Division.
8. All public utility lines and cable television facilities
shall be installed underground.
9. Installation of Downey standard street name signs
with block numbers at all intersections and Gallatin Road.
10. Installation of street lighting system consisting of
an underground ornamental system complete with electroliers,
and the number of lights and all electrical wiring shall
conform to the standards of the Engineering Division.
(See Condition #7).
11. The standards of improvement, construction materials,
and methods of construction shall be accomplished in
conformance with the standard plans and specifications as
outlined by the City of Downey.
12. All necessary drainage structures and street grading
plans shall be approved by the Engineering Division.
13. A main sewer and sewer laterals to the front property
line of each lot shall be provided for all lots in the
subdivision.
14. The design and improvement of sewers shall be to the
standards of the Engineering Division.
15. All easements to be granted to and in the name of
the City shall include:
a. Vehicular easements
b. Walkway easements
c. Drainage easements
d. Utility easements

16. No easements of any type to be granted over any
portion of the subdivision to any agency, utility or
organization (private or public), except the City of
Downey prior to recordation of the tract map.
17. The street design for the extension of Cord Avenue
shall be to the standards of the City Engineering
Division.
18. Stop signs and parking restriction signs shall be
installed at those locations required by the City
Traffic Engineering Division.
BUILDING AND SAFETY
1. Separate sewer shall be required to be constructed to
each lot to the standards of the City Engineering
and Building and Safety Division.
2. All electrical and telephone utilities shall be
• installed underground or at the rear lot lines to
the standards of the Engineering Division and Building
and Safety Division.
FIRE
1. Provide hydrants of the single 2 -1/2 inch and single
4 inch separately gated outlet type at locations
specified by the Engineering Division and
of Water and Fire.
2. Water mains shall be designed to the standards of
the Engineering Division and Departments of Water and
Fire.
PUBLIC WORKS - WATER DIVISION
1. A 6 -inch and 8 -inch water main extensions and fire
hydrant shall be installed to the standards of the City
Engineering Division, Fire Department and Water Division.
SECTION 4. The Tentative Tract approval is conditional upon the privileges
being utilized within two (2) years after the effective date thereof, and
if they are not utilized or construction work is not begun within said
time and carried diligently in accordance with conditions imposed by the
City Council, this authorization shall become void, and any privilege,
permit or variance granted hereby shall be deemed to have elapsed.
SECTION 5. That the environmental impact of the proposed project
has been reviewed and is hereby certified to be in compliance with
the California Environmental Quality Act (CEQA) and the City's Guide-
lines, and as a result of the findings contained in the negative
declaration.
SECTION 6. The City Clerk shall certify to the adoption of this
Resolution and shall transmit a copy to the Applicant, Planning Divi-
sion, Building and Safety Division, and City Engineering Division.
