A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY INDICATING ITS INTENT TO IMPLEMENT HEREIN
DEFINED "REASONABLY AVAILABLE CONTROL MEASURES"
FROM THE 1982 REVISION OF THE AIR QUALITY MANAGE-
MENT PLAN FOR THE SOUTH COAST AIR BASIN.
WHEREAS, the Federal Clean Air Act (42 U.S.C. 7401, et. seq.) seeks to develop
a cooperative federal state, regional, and local government program to prevent
and control air pollution in order to protect and enhance the quality of the
nation's air resources so as to promote the public health and welfare of its
population; and
WHEREAS,pursuant to Section 172 (a) (1) of the Clean Air Act, as amended, the
Southern California Association of Governments (SCAG) and the South Coast Air
Quality Management District (SCAQMD) have prepared an Air Quality Management
Plan (AQMP) for the South Coast Air Basin with the assistance of the counties
of Los Angeles, Orange, Riverside, and San Bernardino; the City of Los Angeles;
the San Bernardino Associated Governments; the State of California Department
of Transportation (Caltrans); and the State of California Air Resources Board
(ARB); and
WHEREAS, the 1982 AQMP Revision was adopted by SCAG on October 7, 1982, by
the SCAQMD on October 15, 1982, and was conditionally approved by the ARB on
October 14, 1982; and
WHEREAS, the Clean Air Act of 1977 allows for an extension in the deadline for
attaining national air quality standards from 1982 to 1987 if all "reasonably
available control measures" (RACMs) are implemented, and in the event these
measures are not implemented, enpowers EPA to impose economic sanctions which
could potentially cost the region billions of dollars in federal transportation
and sewer construction grants; and
WHEREAS, as part of region -wide effort by the public and private sectors to
improve the air quality of the South Coast Air Basin and to comply with the
mandates of the 1977 Clean Air Act, the following measures, defined herein
in "Exhibit 1," have been specifically identified as "reasonably available
control measures" which require some degree of scheduled implementation by
cities and counties in the South Coast Air Basin (recognizing that many of
these measures were also contained in the 1979 Air Quality Management Plan
and are already being implemented by numerous jurisdictions in the basin):
- Tuneups to Manufacturers Specifications (H3)
- Low Emission, High Fuel - Economy Vehicles for Local Government (H5)
- Bicycling Improvements (I4)
- Walking Improvements (I6)
- Employer- Directed Ridesharing (I8)
- Ridesharing through Parking Management (19)
- Modified Work Schedule (I10)
- Reduce Business Miles by Local Government (I28)
- Home Goods Delivery (I29)
- Traffic Signal Synchronization (K2)
- Energy Conservation Standards for New Residences (N10)
- Conversion to Energy- Efficient Street Lighting (N11)
- Life Cycle Costing for New Local Government Purchases (N27)
- Mixed Land Use /Balanced Development (01)
- Clustering of New Commercial Development (02)
- Encourage Residential Development in Strip Commercial Areas (04)
- Increased Residential Density Near Major Transit Corridors (05)
- Increased Employment Density Near Major Bus Transit Routes (017)
WHEREAS, the AQMP provides that, if any of these measures is found to be
inappropriate or unacceptable in a jurisdiction, then a commitment to implement
an approved alternative control measure may be substituted for implementation
of any reasonably available control measure, providing the substitute measure
is equivalent in emissions control and is implemented no later than the
implementation date of the measure it replaces;

WHEREAS, the implementation of AQMP control measures by local governments
is contingent upon the availability of funds from federal, state, and
local sources.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. To implement the reasonably available control measures,
as described in "Exhibit 1," or equivalent substitute measures.
The list of adopted measures, including the adopted implementation
schedule, is included in "Exhbit 2" attached to this Resolution.
SECTION 2. To seek adequate funding from federal, state, and
local sources to implement the adopted list of control measures
according to the adopted implementation schedule, as set forth
in "Exhibit 2."
SECTION 3. To forward copies of this Resolution to the Southern
California Association of Governments, 600 South Commonwealth Avenue,
Suite 1000, Los Angeles, California 90005.
SECTION 4. That the City Clerk shall certify to the adoption of this
Resolution.

EXHIBIT 1
AIR QUALITY CONTROL MEASURES
1. Tune -ups to manufacturer's specifications (H -3) - Maintain existing program
of tuning all non - emergency City vehicles to the manufacturer's recommenda-
tions.
2. Low emission -high fuel economy vehicles (H -5) - As City non - emergency fleet
vehicles are being replaced, purchase low emission -high fuel economy vehicles.
3. Bicycling improvements (I -4) - Promote the bicycle mode of transportation
for short trips in order to reduce motor vehicle travel by providing ade-
quate and safe bicycle lanes and facilities.
4. Pedestrian improvements (I -6) - Promote the pedestrian mode of travel for
short trips in order to reduce motor vehicle travel by providing adequate
and safe pedestrian facilities.
5. Employee Ride Sharing Program (I -8) - Encourage employee car pooling and
van pooling through continued participation in a commuter - computer program,
and by providing preferential parking for car pool and van pool vehicles in
the Civic Center.
6. Reduce business miles traveled by employees (I -28) - Reduce automobile trips
in vehicle miles traveled by City employees on business trips.
7. Home goods delivery (I -29) - Encourage businesses to replace individual
shopping trips to stores with an efficient purchase and delivery system.
8. Traffic signal synchronization (K -2) - Continue efforts for the improvement
of traffic flow along high volume streets through synchronization of traffic
signals.
9. Energy conservation standards for new residences (N -10) - Continue the enforce-
ment of Energy Conservation Construction Standards mandated by the California
Energy Commission (Title XXIV).
10. Conversion to energy efficient street lighting (N -11) - Continue the City's
program of replacing street lights with energy efficient sodium vapor fixtures.
11. Life cycle costing for new government purchases (N -27) - Include energy costs
over the useful lifetime of products in the costing analysis used to select
and purchase those products.
12. Locate higher density residential near major transit routes (0 -5) - Continue
the City's present policy of locating its higher density residential areas
within close proximity to major streets and transit routes.
13. Locate higher employment densities near major transit routes (0 -17) -
Continue the present policy of locating the more intense commercial and
industrial uses within close proximity to major streets and transit routes.
14. Paratransits - Continue the City's Dial -A -Ride Program for senior citizens
for as long as it is economically viable.
15. Park and Ride Lots - Allow the proposed CALTRANS Park and Ride Lot at Lake-
wood Boulevard and the Santa Ana Freeway while protecting adjacent uses.
16. Traffic Flow Improvements - Encourage the City's Traffic Commission to con-
tinue in their efforts to identify street improvements or impediments in
order to improve the flow of traffic.
17. Air Quality Review Process - Continue to address air quality impacts in environ-
mental documents.
18. Vegetation to improve air quality - Continue in efforts to provide landscaping
in City streetscapes.
19. Low polluting paints - Continue the present program of using water -based
paints for street markings.
