HomeMy WebLinkAboutResolution No. 4333 RESOLUTION NO. 4333 •A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY IN SUPPORT OF RELICENSING OF HYDROELECTRIC PROJECTS TO SOUTHERN CALIFORNIA EDISON COMPANY (FERC PROJECT NOS. 1388 & 1389) WHEREAS, Southern California Edison Company has over the past 80 years developed a safe, reliable, and economic system of hydroelectric generating facilities dedicated to the use and benefit of its customers living throughout central and southern California; and, WHEREAS, SCE's 3.2 million customers represent an area population of over 9 million people who now utilize and share the benefits of this power SCE generates without the use of fossil fuels; and, WHEREAS, certain of these hydroelectric facilities, consisting of projects licensed by the Federal Power Commission, now known as the Federal Energy Regulatory Commission (FERC), are subject to consideration for relicensing by FERC; and, WHEREAS, efforts are being made by certain municipal entities to secure for themselves two SCE hydroelectric power projects on Rush and Lee Vining Creeks through applications to FERC; efforts which, if successful, would transfer owner- ship and operation of these hydroelectric facilities away from SCE and would divert the low cost power away from SCE's many customers; and, WHEREAS, it would be directly contrary to the best interests of the citizens of the City of Downey and to the best interest of the millions of SCE customers throughout southern and central California whose rates have supported SCE's owner- ship and operation of these hydroelectric facilities, if FERC were to cut out of the SCE hydroelectric generating system, either of the following two facilities: 1. Rush Creek Project (Project No. 1389), which is located near June Lake on the Eastern slope of the Sierra Nevada, about 60 miles north of Bishop, California. 2. Poole Project (Project No. 1388), which is located on Lee Vining Creek also north of Bishop; and WHEREAS, if any of these projects were to be transferred to the municipal- ities seeking them, SCE customers will be forced to pay, every year, increased power costs for electricity from oil or gas fired generating facilities, every year; and, WHEREAS, the continued ownership, operating and improvement of its hydro- electric generating facilities by SCE is essential to the public interest and to the social and economic well being of the people of southern and central California; and, WHEREAS, retention of these projects by SCE is the only course consistent with the fullest improvement and utilization of these resources in the public interest; NOW, THEREFORE, BE IT RESOLVED that the City of Downey hereby urges and requests that the Federal Energy Regulatory Commission promptly relicense these hydroelectric facilities to Southern California Edison Company, and to reject the applications of the municipally -run utilities seeking to take these projects away from SCE and its customers; and BE IT FURTHER RESOLVED, that the City of Downey hereby requests that all hear- ings concerning Southern California Edison Company's hydro relicensing applications be conducted in the service territory of Southern California Edison Company where the projects are located and the public they were built to serve lives and works; and -1- BE IT FURTHER RESOLVED, that copies of this resolution be provided to: The Federal Energy Regulatory Commission, The California Public Utilities Commission, Appropriate members of the United States Congress_ Appropriate members of the California Legislature, and the Southern California Edison Company.
