A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING THE CLASS SPECIFICATION OF SECRETARY TO THE
CITY COUNCIL.
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The class specification of Secretary to the City Council
attached hereto and marked Exhibit "A ", and by this reference incorporated
herein, is hereby adopted.
SECTION 2. The monthly salary range designated for the Secretary to
the City Council in the Confidential /Exempt service of the City of Downey
shall be $1,527 - $1,891.
SECTION 3. All fringe benefit programs provided for the Downey City
Employee's Association (D.C.E.A.) shall also be provided to the Secretary
to the City Council.
SECTION 4. Per Section 2710 of the Downey Municipal Code entitled
Applicability of Rules to Certain Exempt Positions, only the provisions of
the Personnel Rules and Regulations relating to attendance and leaves shall
apply to employees within the Confidential /Exempt classification of Secretary
-- to the City Council.
SECTION 5. The City Clerk shall certify to the adoption of this
Resolution.

SECRETARY TO THE CITY COUNCIL
Confidential /Exempt
DEFINITION
Provide secretarial and administrative support to members of the City Council.
TYPICAL DUTIES
Independently complete administrative and office detail with only occasional
direction.
Prepare correspondence independently or from brief oral instructions.
Act in a public relations capacity in answering public inquiries and
complaints in person and by phone.
Investigate and follow up on public inquiries or complaints through contact
with departmental personnel.
Perform complex and responsible clerical and stenographic work; receive and
transcribe official and personal dictation from City Council Members.
Arrange for travel, hotel reservations and registration fees for conventions,
conferences, seminars, etc.
Coordinate with other departments in executing official documents, scheduling
meetings, answering City Council inquiries, etc.
Provide clerical assistance to the City Manager's Office and City Clerk's Office
as requested.
DESIRABLE QUALIFICATIONS
Experience: Five years of increasingly responsible secretarial experience
including some experience supervising subordinate personnel.
Education: Graduation from high school supplemented by courses in secretarial
science, office management and related fields.
Knowledge: Office management procedures and methods; arithmetic, grammar,
spelling, word meaning; material and equipment used in office
operation; principles of public relations.
Ability to: Establish and maintain positive working relationships with
co- workers and members of the City Council.
Communicate with the public in a friendly, courteous and helpful
manner.
Project a professional attitude and appearance in all situations.
Follow oral and written directions; analyze problems; check
grammar, spelling and punctuation in technical material; handle
many assignments at once; and help subordinates and co- workers
with work problems.
Skills: Take dictation at 110 words per minute; transcription speed 40
words per minute; clear copy typing speed 60 words per minute.
License Required: California Driver's License.

May supervise subordinate clerical employees.
