A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA, AUTHORIZING CERTAIN OF ITS MEMBERS TO FILE
A WRITTEN ARGUMENT REGARDING A CITY ORDINANCE (AND
DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL
ANALYSIS)
WHEREAS, a Special Municipal Election is to be held in the City of Downey,
California, on July 19, 1983, at which there will be submitted to the qualified
electors of said City the following question:
SHALL ORDINANCE NO. 711 OF THE CITY COUNCIL OF THE CITY OF
DOWNEY, CALIFORNIA, APPROVING A LONG TERM LEASE AND APPROVING
A SETTLEMENT AGREEMENT AND MUTUAL RELEASE BETWEEN THE CITY OF
DOWNEY AND THE DOWNEY COMMUNITY HOSPITAL FOUNDATION BE ADOPTED?
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That this City Council, being the legislative body of the City
of Downey, hereby authorizes
Mayor James T. Quinn Councilman Theodore H. Jackman
Mayor Pro Tem Robert G. Cormack Councilman Randall R. Barb
members of said body, to file a written argument in favor of the City
question set forth in the recitals hereof in accordance with Article 4, Chapter 3,
Division 5 of the Elections Code of the State of California, and to change said
argument until and including the date fixed by the City Clerk after which no
arguments for or against said City question may be submitted to the City Clerk.
SECTION 2. The City Council hereby directs the City Clerk to transmit a
copy of the question to the City Attorney, unless the organization of salaries
of the office of the City Attorney are affected. The City Attorney shall prepare
an impartial analysis of the question showing the effect of the question on the
existing law and the operation of the question. If the question affects the
organization or salaries of the office of the City Attorney, the City Clerk shall
prepare the impartial analysis. The impartial analysis shall be filed by the
date set by the City Clerk for the filing of arguments.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.

City Council of the City of Downey at a regular meeting thereof held on the
26th day of April, 1983, by the following vote, to wit:
