WHEREAS, the City Council of the City of Downey has been informed that Proposition A, a County Charter Amendment on the November ballot, would prohibit County employees from striking, require firing of strikers, prohibit amnesty, and remove the incentive for strikes by prohibiting improved benefit offers after a strike occurs; and WHEREAS, the City Council of the City of Downey is aware that a strike by County employees could result in life threatening situations for children who are wards of the County, patients in County hospitals, and those who need emergency paramedic, fire and police services; and WHEREAS, the Downey City Council has expressed their concern on many occasions of the disruption of services vital to the public interest when police, fire, health and general goverenmental em- ployees walk off the job; and WHEREAS, the Downey City Council believes Proposition A is needed because current regulations are inadequate to prohibit strikes by County employees. NOW, THEREFORE, BE IT RESOLVED BY THE DOWNEY CITY COUNCIL that it strongly supports Proposition A which will prohibit strikes or concerted action to withhold services by County employees and discharge said employees for violation of proposed regulations.
