A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ORDERING, CALLING, PROVIDING FOR AND GIVING NOTICE OF A
SPECIAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON
NOVEMBER 2, 1982, FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED VOTERS OF SAID CITY PROPOSED AMENDMENT TO THE
CHARTER OF SAID CITY AND CONSOLIDATING SAID ELECTION
WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON SAID
DATE
WHEREAS, pursuant to authority provided by Article XI of the Constitution
and Title 4, Division 2, Chapter 2 of the Government Code of the State of
California, the City Council of the City of Downey desires to submit to the
electors of said City proposed Charter amendment relating to the general
Municipal election; and
WHEREAS, the City Council is thereupon authorized and directed by statute
to submit the proposed amendment to the Charter to the qualified voters of
said City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE,
DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That pursuant to Article XI of the Constitution and Title 4,
Division 2, Chapter 2 of the Government Code of the State of California, it
hereby is ordered that said proposals for the amendment to the Charter of the
City of Downey be submitted to the electors as a special Municipal election to
be held in said City on November 2, 1982.
SECTION 2. The proposed amendment to the Charter of said City submitted
to the voters shall be as follows:
Downey City Charter Amendment No. 5
Shall Section 1300 of Article XIII of the Downey City Charter
be amended to read as follows:
ARTICLE XIII
GENERAL MUNICIPAL ELECTIONS
Section 1300. GENERAL MUNICIPAL ELECTIONS. General Municipal
elections for the election of officers, e�,,:ept members of the
Board of Education, and for such other purposes as the City
Council may prescribe shall be held in the City on the second
Tuesday in April in each even numbered year.
SECTION 3. That the foregoing proposal hereby submitted shall appear upon
the ballot for said general Municipal election in substantially the following
form:

SECTION 4. That the polls for said election shall be opened at seven
o'clock a.m. of the day of said of said election and shall remain open continu-
ously from said time until seven o'clock p.m. of the same day, when said polls
shall be closed, except as provided in Section 14301 of the Elections Code of
the State of California.
SECTION 5. That the special election hereby called for the date hereinbefore
specified shall be and is hereby ordered consolidated with the Statewide General
Election to be held on said date, and within said City the precincts, polling
places and officers of election for the special Municipal election hereby called
shall be the same as those provided for said Statewide General Election. The
Board of Supervisors of Los Angeles County is hereby requested to order the
consolidation of the special Municipal election hereby called with said Statewide

General Election, and the Registrar of Voters is hereby authorized to canvass
the returns of said special Municipal election, and said elections shall be
held in all respects as if there were only one election, and only one form of
ballot, namely the ballots used at said general State election, shall be used.
Said Registrar of Voters shall certify the results of the canvass of the re-
turns of said special Municipal election to the City Council of said city
which shall thereafter declare the results thereof. A proposition submitted
by this resolution shall be designated on the ballot by a letter printed on
the left margin of the square containing the description of the measure, as
provided in Section 10219 of the Elections Code.
SECTION 6. That notice of the time and place of holding said election
is hereby given and the City Clerk is hereby authorized, instructed and
directed to give such further or additional notice of said election in time,
form and manner as required by law.
SECTION 7. That the City Clerk shall certify to the passage and adoption
of this Resolution; shall enter the same in the book of original Resolutions
of said City; and shall make a minute of the passage and adoption thereof in
the records of the proceedings of the City Council of said City, and in the
minutes of the meeting at which the same is passed and adopted.
SECTION 8. That this Resolution shall take effect immediately.

I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the
City Council of the City of Downey at a regular meeting thereof held on the
25th day of May, 1982, by the following vote, to wit:
