HomeMy WebLinkAboutResolution No. 4089 RESOLUTION NO. 4089 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY SUPPORTING A RETURN TO A PART -TIME STATE LEGISLATURE WHEREAS, the City Council of the City of Downey has been informed that Senator H. L. Richardson plans to introduce legislation to return the State Legisla- ture back to a part -time basis due to the inefficiency and excessive cost of a full -time legislature; and WHEREAS, the Downey City Council has expressed its concern on many occasions that the full -time Legislature has introduced an excessive number of legislative bills each year causing cities additional expenses simply to keep track of the legislation; and WHEREAS, many of the laws passed by the Legisla- ture have caused additional cost to cities and the Legislature has gone to extremes to circumvent legis- lation they passed which requires the state to reim- burse cities for these additional costs, thereby indicating a total disregard for city, county and special district agencies budgetary constraints after Proposition 13; and WHEREAS, the City Council of Downey believes that the part -time Legislature prior to 1966 was more responsive to local governments' concerns than the full -time Legislature: NOW, THEREFORE, BE IT RESOLVED by the Downey City Council that it wholeheartedly supports the pro- posal of Senator H. L. Richardson to return the State Legislature to a part -time basis. APPROVED AND ADOPTED this 13th day of April, 1982. ILTON R.
