A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
SUPPORTING THE ENACTMENT OF AB 1623 (MARTINEZ) TO
PROVIDE FOR THE COMPLETION OF THE LONG BEACH FREEWAY
WHEREAS, the Long Beach Freeway (Route 7) is completed except for a
4.5 mile segment between Valley Boulevard near Alhambra and Del Mar Boule-
vard in Pasadena; and
WHEREAS, it is crucial that the Long Beach Freeway be completed for
the benefit of the local cities, the region, the State and the Nation; and
WHEREAS, the completion of the Long Beach Freeway is crucial to the
proper operation of the central portion of the region's freeway network,
which has essentially been completed and is crucial to the development of
the region's future transit system; and
WHEREAS, the State went through an elaborate and extensive freeway
route adoption process involving much local participation and adopted the
"meridian route" for the freeway in 1964; and
WHEREAS, virtually all cities find a way to reach agreement on the
route of freeways during the State route adoption process; and
WHEREAS, of the four cities directly affected by the uncompleted por-
tion of the freeway (Pasadena, Los Angeles, Alhambra and South Pasadena),
all have executed freeway agreements on the State adopted route except the
City of South Pasadena; and
WHEREAS, Caltrans has indicated that no work can proceed on any
aspect of the project to complete the gap until all cities have agreements
on the route; and
WHEREAS, the City of South Pasadena has publicly stated many times
that it will not execute a freeway agreement except on their own "westerly
route" developed by the City of South Pasadena; and
WHEREAS, many studies, hearings, and analyses have been conducted
and each time the "meridian route" has been reaffirmed; and
WHEREAS, the State created the Los Angeles County Transportation
Commission (LACTC) to resolve local disputes for the benefit of the region
and gave the LACTC certain authority and responsibility for freeways such
as the Long Beach Freeway, including the determination of the route, loca-
tion and capacity of such freeways; and
WHEREAS, the LACTC is comprised of locally elected officials who are
familiar with the region, its politics and its transportation problems;
and
WHEREAS, the LACTC held public hearings on the question of the route
of the Long Beach Freeway in May, 1980, reviewed many technical studies in-
cluding the Draft EIS prepared for the entire segment, consulted with all
affected cities, and conducted field inspections; and
WHEREAS, on July 9, 1980, the LACTC reaffirmed that the Long Beach
Freeway must be completed and it should be constructed on the meridian
route; and
WHEREAS, AB 1623 will permit the State to construct a freeway on the
route selected by a State authorized County Transportation Commission
without a local freeway agreement so long as many conditions are first met
which would give a city every reasonable chance to reach agreement on the
route of a freeway prior to the provisions of AB 1623 becoming effective;
and
WHEREAS, no one has offered any reasonable alternative means of
allowing progress to be made on the ultimate completion of the Long Beach
Freeway.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. That the City Council recommends the State of California
enact AB 1623 at the earliest moment so that activity can be programmed on
-- the completion of the Long Beach Freeway (Route 7) consistent with the
merits of the project.
SECTION 2. The City Clerk shall certify to the adoption of this
Resolution and provide for appropriate distribution thereof.
