HomeMy WebLinkAboutResolution No. 3923 RESOLUTION NO. 3923 RESOLUTION ENDORSING THE PRIORITY PLAN FOR EXPENDITURE FOR JURISDICTIONS WITHIN THE COUNTY OF LOS ANGELES FROM THE CALIFORNIA PARKLANDS ACT OF 1980 WHEREAS, SB 624, approved by the Governor of the State of California on June 25, 1980, created the California Parklands Act of 1980; and WHEREAS, the voters of the State of California on November 4, 1980 adopted the California Parklands Act of 1980 and authorized the issuance of bonds in the amount of $285 million to provide funds to acquire, develop, and restore real property for state and local park, beach, recreational and historical purposes; and WHEREAS, approximately $25.4 million of these funds will be available for use by Los Angeles County and eligible cities and districts within Los Angeles County for the acquisition and development of high priority projects; and WHEREAS, Section 5096.156 of the Act requires that each county of the State submit a priority plan of expenditure to the State Department of Parks and Recreation prior to January 1, 1982; and WHEREAS, the plan must be approved by at least 50 percent of the cities and districts within the County representing at least 50 per- cent of the population of the cities and districts, and by the County Board of Supervisors; and WHEREAS, similar provisions were required for the Nejedly- Hart State, Urban, and Coastal Park Bond Act of 1976 wherein more than 50 percent of the jurisdictions representing more than 50 percent of the population agreed that the expenditure plan would provide 25 percent of the available funds to Los Angeles County in recognition of its regional park and local park responsibilities and the remaining 75 percent be made available to cities and districts on an equal per capita basis except that no jurisdiction would receive less than $10,000; and WHEREAS, all cities and districts within Los Angeles County were invited to send park and recreation representatives to a December 4, 1980 meeting wherein the required priority plan for expenditure was discussed and approved by the majority of those in attendance; NOW, THEREFORE, BE IT RESOLVED that the City Council of Downey hereby approves the priority plan for expenditure for Los Angeles County as approved at the December 4, 1980 meeting: I. Population estimates by the State Department of Finance for January 1, 1980 will be the basis on which funds under provisions of Section 5096.151(a) of the California Park- lands Act will be allocated to counties by the State. Cities in and the County of Los Angeles are eligible to receive $25,410,583. Under the priority plan for expenditure, twenty -five percent (25 %), $6,352,646, of these funds will be allocated to the County of Los Angeles in recognition of its regional and local park responsibilities in the unincorporated areas. RESOLUTION NO. 3923 Page 2 II. Cities in Los Angeles County with a population of 6,575 or less will receive a minimum allocation of $20,000. III. The remaining funds will be allocated to cities within Los Angeles County on a per capital basis. May 1, 1980 estimated population figures by the State Department of Finance for January 1, 1980 will be used to allocate the amount to each city within Los Angeles County. It is estimated that each city would be allocated about $3.04 per capita. APPROVED AND ADOPTED this 24th day of February , 1981. ` = THEODORE H.
