A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY URGING
THE STATE LEGISLATURE AND THE GOVERNOR OF CALIFORNIA TO SUPPORT
THE UNITED STATES' AND CALIFORNIA'S DESIRE FOR INDEPENDENCE FROM
OIL IMPORTS AND TO EFFECT AN INCREASE IN THE STATE GASOLINE TAX
FOR STATE - SUPPORTED RESEARCH AND DEVELOPMENT OF ALTERNATE SOURCES
OF ENERGY AND FOR THE MAINTENANCE AND OPERATION OF STREETS AND
HIGHWAYS WITHIN THE STATE OF CALIFORNIA.
WHEREAS, the United States as well as the State of California are importing crude
oil from foreign lands in quantities approximating 50% of their needs; and
WHEREAS, these oil imports are a drain on the U.S. Currency and therefore con -
tributing to the current high rate of inflation; and
WHEREAS, there is a dire need to develop and produce on a large scale alternate
sources of energy; and
WHEREAS, there is an obligation to maintain at current levels California's great
system of highways in order for it to remain the best in the nation; and
WHEREAS, there is also a dire need to sustain and, in many cases, increase the
current level of maintenance and operation of streets and roads within local
jurisdictions; and
WHEREAS, there has not been an increase in State fuel taxes since 1963 and the
Highway Construction Cost Index has increased over 300% since that time.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. That the State Legislature of the State of California and the Governor of
California be urged to increase the gasoline tax by two cents for a period
of four years for the benefit of the State of California in its efforts to
maintain and operate this State's superior system of highways and to support
the research and large -scale development source of agriculturally produced
alcohol as a fuel.
2. That the State Legislature and the Governor also be urged to increase the
gasoline tax by an additional two cents for the benefit of cities and counties.
3. That all cities and counties be urged to support the proposed increase in
gasoline tax and to notify their representatives in the State Legislature
of such support.
4. That the City Clerk shall certify to the adoption of this resolution and
transmit copies to Governor Brown; U.S. Representative Wayne Grisham;
U.S. Senators Alan Cranston and S.I. Hayakawa; Senator John Foran, Chairman
of the Senate Transportation Committee; Assemblyman Bruce E. Young, Chairman
of the Assembly Transportation Committee; Senator Bill Campbell; League of
California Cities; Los Angeles County Board of Supervisors; and all other
cities in Los Angeles County.

of the City of Downey at a regular meeting thereof held on the 24th day of
February, 1981, by the following vote, to wit:
