A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
IN MEMORY OF JAMES L. STAMPS, THE FIRST MAYOR OF THE
CITY OF DOWNEY
WHEREAS, Mr. Stamps was born in Arkansas on July 16, 1891 and passed away
December 27, 1980; and
WHEREAS, Mr. Stamps was elected to the City Council upon incorporation of
the City of Downey on December 17, 1956; and
WHEREAS, at the first City Council Meeting on December 17, 1956 in the
Cafetorium of the Downey Elementary School, it was moved by Councilman Peavey,
seconded by Councilman Temple and unanimously approved by City Council Members
Carroll M. Dunnum, Edwin W. Giddings, Hollis M. Peavey and Scott E. Temple to
elect James L. Stamps as first Mayor; and
WHEREAS, Mr. Stamps served as Mayor until July 8, 1957 and lead the new
City through difficult days of organization and ably represented the City at the
many functions of the new City Government with efficiency, dedication and courage
and resigned in order that the office of Mayor could be passed among his fellow
councilmen; and
WHEREAS, on July 14, 1959 he was unanimously approved to serve again as
Mayor for a period of six months and did so serve until January 12, 1960; and
WHEREAS, on April 19, 1960 upon his retirement from the City Council he was
named Councilman Emeritus in appreciation of the many hours which he had devoted
to the job as the first Mayor and as Councilman.
,_.. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. That in memory of his outstanding service to the City of Downey
and his generous contributions to churches, service organizations and youth groups
that this Resolution be adopted; and
SECTION 2. The City Clerk shall certify to the adoption of this Resolution and,
as a record for history, cause it to be filed in the Official Book of Resolutions in
the archives of this City and further that a copy be transmitted to the Historical
Society of the City of Downey.
APPROVED AND ADOPTED this 13th day of January, 1981.

meeting of the City Council of the City of Downey thereof held on the 13th day of
January, 1981, by the following vote, to wit:
