THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE FILING OF AN APPLICATION FOR GRANT FUNDS UNDER THE SOLID WASTE MANAGEMENT ACT OF 1980 WHEREAS, the Legislature of the State of California has enacted the State Solid Waste Management Act of 1980 which provides funds to certain entities for litter cleanup, litter law enforcement, public awareness and education, and purchase of litter receptacles; and WHEREAS, the State Solid Waste Management Board has been delegated the responsibility for the administration of the program, setting up necessary procedures governing application by local agencies under the program; and WHEREAS, said procedures established by the State Solid Waste Management Board require the applicant to certify the approval of appli- cation prior to submission of said applications to the State; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. Approves the filing of an application for funding under the State Solid Waste Management Act Fund; and SECTION 2. Certifies that said Agency understands the general provisions of the grant agreement; and SECTION 3. Authorizes the City Manager as Agent of the City of Downey to conduct all negotiations, grant agreements, amendments and payment requests, which may be necessary for the completion of the afore- -- mentioned program. SECTION 4. The City Clerk shall certify to the adoption of this Resolution and thenceforth and thereafter the same shall be in full force and effect.
