RESOLUTION NO. 3889
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
OPPOSING THE ALTERNATIVES PROPOSED IN THE "ISSUES IN
PLANNING SERVICES FOR CALIFORNIA'S CHILDREN AND YOUTH"
PREPARED BY THE OFFICE OF STATEWIDE HEALTH PLANNING
AND DEVELOPMENT
WHEREAS, the City Council of the City of Downey is
firmly committed to the concept of locally controlled public schools
and believes this system has a long and proven history of effectiveness;
and
WHEREAS, the proposals impose unwanted and unwarranted State
controls in place of individual freedoms and choices; and
WHEREAS, the proposals usurp parental responsibilities
and threaten the stability of the home and family; and
WHEREAS, the proposals to eliminate the present high
school structure and to impose mandatory conscription of all youth
for public service are ill- conceived.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Downey strongly opposes the adoption of a master plan
for the State which incorporates or embraces any of the alternatives
or philosophies of the "Issues in Planning Services for California's
Children and Youth."
BE IT FURTHER RESOLVED, the City Clerk shall certify
to the adoption of this Resolution and make necessary distribution
to the Governor, appropriate legislators and State officials.

I HEREBY CERTIFY that the foregoing Resolution was
duly adopted by the City Council of the City of Downey at a regular
meeting thereof held on the 12th day of November , 1980, by the
following vote, to wit:
AYES: 5 Council Members: Swearingen, Mackaig, Quinn,
NOES: 0 Council Members: None Cormack, Jackman
ABSENT: 0 Council Members: None
