HomeMy WebLinkAboutResolution No. 3816 RESOLUTION NO. 3816 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE FISCAL YEAR 1980 -81 BUDGET WITH IMPLEMENTING DOCUMENTS WHEREAS, the City Council has given careful consideration to the Service Programs recommended by the City Manager for fiscal year 1980 -81, commencing July 1, 1980 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The City Manager is hereby authorized to expend in accordance with the laws of the State of California, the Charter of the City of Downey and its ordinances, on behalf of the City Council, an amount of $25,528,780 for the Functions and Service Programs detailed below and in Exhibit "A ", together with any supplemental revisions or amendments hereto authorized by the City Council: OPERATING BUDGET General Government $ 1,927,250 Public Safety 9,192, 025 Physical Environment 3,442,400 Culture - Recreation 2,492,180 Community Development 1,863,970 Human Services 131,900 19,049,725 Contingency Salary /Benefits Reserve 200,000 Equipment Acquisition 154,955 Total Operating and Capital Outlay Expenditures $19,404,680 CAPITAL IMPROVEMENTS General Government $ 744,690 Physical Environment 4,250,200 Culture - Recreation 1,105,910 Human Services 23,300 Total Capital Improvements 6,124,100 TOTAL EXPENDITURES $25,528,780 SECTION 2. The amount of dollars specified above is hereby appropriated from the following funds: General Funds $15,758,385 Enterprise Funds 3,961,350 Special Revenue Funds 5,104,090 Intra- Governmental Service Funds 154,955 Capital Projects 550,000 TOTAL ALL FUNDS $25,528,780 SECTION 3. The appropriation specified above shall constitute the maximum amounts authorized for the FUNCTIONS indicated; except, however, the City Manager is hereby authorized to make budgetary transfers within a department /office or between service programs if in his opinion such a revision is necessary and proper to the effective operation of the City. SECTION 4. The Director of Finance is hereby authorized to transfer monies between funds in such amounts and at such times during the fiscal year as he may determine necessary to the competent operation of the City; except that no such transfer shall be made in contravention of State law or City ordinance or exceed in total amounts specified within the budget (Exhibit "A") or as may be amended by the City Council. SECTION 5. The existing number and classifications of employees in the respective functions, together with those specified in Exhibit "A " and any amendments or revisions authorized by the City Council are hereby authorized for the fiscal year. SECTION 6. In accordance with the Memorandum of Understanding of June 20, 1979, between the City of Downey and the Downey Police Officers Association, the pay table now in effect shall be amended by adding 7 %, effective July 1, 1980. SECTION 7. In accordance with the Memorandum of Understanding of June 25, 1979 between the City of Downey and the Downey Firemen's Association, the pay table now in effect shall be amended by adding 7 %, effective July 1, 1980. SECTION 8. In accordance with the Memorandum of Understanding of June 20, 1979 between the City of Downey and the California Teamsters Public, Professional and Medical Employees Union, Local 911, the pay table now in effect shall be amended by adding 5% effective July 7, 1980 and up to 2% on January 5, 1981. SECTION 9. In accordance with the Memorandum of Understanding of June 25, 1979 between the City of Downey and the Downey City Employees' Association, the pay table now in effect shall be amended by adding'5 %, effective July 7, 1980, and 2% effective January 5, 1981. SECTION 10. Amend the Management- Supervision Pay Plan as provided in Exhibit "B". SECTION 11. The City Clerk shall certify to the adoption of this Resolution and provide for appropriate distribution thereof. APPROVED AND ADOPTED this 24th day of June , 1980. `fl / Theodore H.
