A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
OPPOSING STATE ASSEMBLY BILL NO. 2257 CONCERNING THE
RESTRICTION OF THE INTRA- AGENCY USE OF TAX INCREMENT
FUNDS OUTSIDE OF PROJECT AREAS FROM WHICH SUCH FUNDS
ARE GENERATED.
WHEREAS, existing law allows a redevelopment agency to use
proceeds of tax increment revenues in project areas of such agency
other than the one from which such revenues were generated; and
WHEREAS, the enactment into law of Assembly Bill No. 2257
would result in a major revision of the existing law affecting the
financial capability of redevelopment agencies to carry out their
functions; and
WHEREAS, the enactment into law of Assembly Bill No. 2257
would take away the authority of the Redevelopment Agency of the
City of Downey to borrow funds from one project area for use in a
higher priority area as determined by local needs and requirements
and in accordance with locally developed plans;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Downey that it opposes the enactment into law of Assembly
Bill No. 2257 and strongly urges the Legislature and its committees
to disapprove said bill.
