RESOLUTION NO. 3744
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY AMENDING THE MANAGEMENT - SUPERVISION PAY
PLAN FOR 1979 -80.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
RESOLVE AS FOLLOWS:
SECTION 1. The Management- Supervision Pay Plan (Table IA on
pages 78 -79 of the Downey City Personnel Manual) shall be amended
by adding the following:
A -36 Traffic Engineer $2749.52
SECTION 2. The City Clerk shall certify to the adoption of
this resolution, and make the necessary distribution.

RESOLUTION NO. 3742
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA, ESTABLISHING COMPENSATION FOR ELECTION
OFFICERS AND POLLING PLACES IN THE GENERAL MUNICIPAL
ELECTIONS OF THE CITY OF DOWNEY
WHEREAS, under the provisions of the Charter of the City of Downey,
a regular general municipal election shall be held on the 8th day of April,
1980, for the election of three members of the City Council of said City
for the full term of four years; and
WHEREAS, under Section 1653 of the California Elections Code, each
member of a precinct board shall receive compensation for services.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA,
DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the compensation of the persons named as members
of precinct boards in the City of Downey is hereby fixed at the sum of $29
for each Inspector and $24 for each Judge and Clerk.
SECTION 2. That the compensation for use of a structure as a
polling place on election day shall be $20.
SECTION 3. That the City Clerk shall certify to the passage and
adoption of this Resolution; shall enter the same in the book of original
Resolutions of said City; and shall make a Minute of the passage and adop-
tion thereof in the records of the proceedings of the City Council of said
City, in the Minutes of the meeting at which the same is passed and adopted.
SECTION 4. That this Resolution shall take effect immediately.

RESOLUTION NO. 3745
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR
ELECTIVE OFFICE PERTAINING TO MATERIALS SUBMITTED TO
THE ELECTORATE AND THE COSTS THEREOF FOR THE GENERAL
MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON TUESDAY,
THE 8TH DAY OF APRIL, 1980
WHEREAS, Section 10012 of the Elections Code of the State of California
--^ authorizes the governing body of any local agency to adopt regulations pertain-
ing to materials prepared by any candidate for a municipal election, including
costs thereof.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That pursuant to Section 10012 of the Elections Code of the
State of California, each candidate for elective office to be voted for at the
General Municipal Election to be held in the City of Downey on the 8th day of
April, 1980, may prepare a candidate's statement on an appropriate form pro-
vided by the City Clerk. Such statement may include the name, age and
occupation of the candidate and a brief description of no more than two
hundred (200)words of the candidate's education and qualifications expressed
by the candidate himself. Such statement shall not include party affiliation
of the candidate nor membership or activity in partisan political organiza-
tions. Such statement shall be filed in the office of the City Clerk at the
time the candidate's nomination papers are filed. Such statement may be
withdrawn, but not changed, during the period for filing nomination papers and
until 5:00 p.m. of the next working day after the close of the nomination
period.
SECTION 2. That in compliance with the amendments to the Federal Voting
Rights Act of 1965 (Public Law 94 -73, August 6, 1975), the City Clerk shall
provide a Spanish translation of the candidate's statement to be included in
the Voter's Pamphlet and mailed with the sample ballot to each voter in said
City.
SECTION 3. That the City Clerk shall send to each voter with the sample
ballot a voter's pamphlet which contains the statement of each candidate in
English pursuant to law.
SECTION 4. The City Clerk shall require each candidate to pay in advance
$180.00 for the cost of printing, handling, translating, and mailing the
candidate's statements filed pursuant to the Elections Code and included in
the voter's pamphlet. The City Clerk shall refund any unused portion of any
deposit.
SECTION 5. No candidate will be permitted to include additional
materials in the sample ballot package.
SECTION 6. That the City Clerk shall provide each candidate or the
candidate's representative a copy of this Resolution at the time nominating
petitions are issued.
SECTION 7. That the City Clerk shall certify to the passage and
adoption of this Resolution; shall enter the same in the book of original
Resolutions of said City; and shall make a minute of passage and adoption
thereof in the records of the proceedings of the City Council of said City,
in the minutes of the meeting at which the same is passed and adopted.
