HomeMy WebLinkAboutResolution No. 3721 RESOLUTION NO. 3721 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY URGING IMPROVEMENT OF THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT (CETA) PROGRAMS. WHEREAS, cities throughout the State of California administer Compre- hensive Employment and Training Act (CETA) programs; and WHEREAS, these California cities face substantial reductions in CETA allocations for fiscal year 1980; and WHEREAS, cumbersome regulations prevent quality program operation and create innumerable hardships for cities, school districts, community organiza- tions, as follows: 1. Allowable administrative costs to operate Title II -D have been reduced from 15 percent to 10 percent as of April 1, 1979. This has created difficult management problems for both the County and cities who are responsible for the planning, operating, monitoring, and fiscal accountability of these funds; 2. Training is mandated under the CETA legislation; however, the De- partment of Labor has taken the position that supervision which is integral to training CETA participants must be charged to the reduced administrative portion of the program; 3. The unrealistic wage ceiling on public service employees limits the number of jobs available to CETA participants. Available positions, in many instances, are dead -ended low entry level jobs; 4. Limits on training time allowable for participants can result in the phasing out of participants before they are job ready; and 5. Duplicative paperwork which must be maintained by the prime sponsor and contracting cities are costly and prevent effective operation of the CETA program. 6. The Department of Labor continues to penalize prime sponsor and subgrantees for under expenditure of funds, when the underexpend- itures are the result of delays of program start -ups due to gaps by the Congress in enacting legislation and appropriations, un- timely publication of regulations and directives and delays in the receipt of funds; - 1 - NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: City of Downey urges Congress, SECTION 1: The C y y g g , the President, and the U. S. Department of Labor to cooperate in the immediate resolution of the aforementioned concerns. SECTION 2: That a conformed copy of this Resolution shall be sent by the City Clerk to Congressman Wayne Grisham, Senator Alan Cranston and Senator S. I. Hayakawa.
