HomeMy WebLinkAboutResolution No. 3691 RESOLUTION NO. 3691 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE FISCAL YEAR 1979 -80 BUDGET WITH IMPLEMENTING DOCUMENTS WHEREAS, the City Council has given careful consideration to the Service Programs recommended by the City Manager for fiscal year 1979 -80 commencing July 1, 1979. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The City Manager is hereby authorized to expend, in accordance with the laws of the State of California, the Charter of the City of Downey and its ordinances, on behalf of the City Council, an amount of $21,715 ,691 for the Functions and Service Programs detailed below and in Exhibit "A ", together with any supplemental revisions or amendments hereto authorized by the City Council: OPERATING BUDGET General Government $ 1,761,570 Public Safety 7,824,008 Physical Environment 3,051,520 Culture - Recreation 2,197,108 Community Development 1,530,775 Human Services 112,620 16,477,601 Contingency Salary /Benefits Reserve 700,000 Equipment Acquisition 39,350 Total Operating and Capital Outlay Expenditures $17,216,951 . CAPITAL IMPROVEMENTS General Government 693,890 Physical Environment 3,027,240 Culture - Recreation 760,410 Community Development - Human Services 17,200 Total Capital Improvements 4,498,740 TOTAL EXPENDITURES 21,715 SECTION 2. The amount of dollars specified above is hereby appropriated from the following funds: General Fund $13,995,118 Special Revenue Funds 3,425,645 Enterprise Funds 3,496,278 Intra - Governmental Service Funds 39,350 Trust and Agency Funds 2,600 Capital Projects Fund 756,700 TOTAL ALL FUNDS $21,715,691 SECTION 3. The appropriations specified above shall constitute the maximum amounts authorized for the FUNCTIONS indicated; except, however, the City Manager is hereby authorized to make budgetary transfers within the department /office or between service programs if in his opinion such a revision is necessary and proper to the effective operation of the City. SECTION 4. The Director of Finance is hereby authorized to transfer monies between funds in such amounts and at such times during the fiscal year as he may determine necessary to the competent operation of the City; except that no such transfer shall be made in contravention of State law or City ordinance or exceed in total amounts specified within the budget (Exhibit "A ") or as may be amended by the City Council. SECTION 5. The existing number and classifications of employees in the respective functions, together with those specified in Exhibit "A" and any amendments or revisions authorized by the City Council are hereby authorized for the fiscal year. SECTION 6. In accordance with Article II, Chapter 7 of the Downey Municipal Code, the Memorandum of Understanding of June 20, 1979, between the City of Downey and the California Teamsters Public, Professional and Medical Employees Union, Local 911, a copy of which is attached hereto and made a part hereof, is approved. SECTION 7. In accordance with Article II, Chapter 7 of the Downey Municipal Code, the Memorandum of Understanding of June 20, 1979, between the City of Downey and the Downey Police Officers Association, a copy of which is attached hereto and made a part hereof, is approved. SECTION 8. In accordance with Article II, Chapter 7 of the Downey Municipal Code, the Memorandum of Understanding of June 25, 1979, between the City of Downey and the Downey Firemen's Association, a copy of which is attached hereto and made a part hereof, is approved. SECTION 9. The Management- Supervision Pay Plan, as provided in Resolution #3656 shall be amended by increases of 5% in July 9, 1979, and 2% in January 7, 1980. The Data Processing Manager position shall be increased by 61/2% in July 9, 1979 and 3 in January 7, 1980. SECTION 10.
