HomeMy WebLinkAboutResolution No. 3678 RESOLUTION NO. 3678 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING A POLICY STATEMENT ON THE I -105 FREEWAY HOUSING REPLENISHMENT PROGRAM WHEREAS, the City Council of the City of Downey, in conjunction with the other local governments through which the I -105 Freeway passes, welcomes the opportunity to facilitate the development of an effective Housing Re- plenishment Program along the Freeway corridor; and, WHEREAS, the City Council of the City of Downey supports the immediate construction of the I -105 Freeway - Transitway to provide the much needed transportation facility. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: Section 1. The affected local governments pledge their support and available resources to cooperate in the development and implementation of the housing program to insure adequate housing replenishment and an increase in the supply of homes for low and moderate income families. Section 2. The affected local governments commit their complete co- operation in expediting construction of the combined Century Freeway and Transitway, and request that construction begin as soon as possible on the Freeway overpasses, simultaneously with implementation of the housing re- plenishment program. Section 3. Existing local planning agencies shall be utilized to the greatest extent possible in the various jurisdictions to implement the housing replenishment program with maximum pass- through of State and Federal funds to those planning agencies. Section 4. Maximum flexibility should be provided in regard to the mix of move -on, rehabilitated homes, and new construction, as well as single family and multi - family units, so as to insure that available resources are used in the most efficient manner to provide the maximum number of appropriate new and rehabilitated housing units. Section 5. Replacement housing shall conform to all locally adopted standards for the location, rehabilitation, and construction of housing units within the affected jurisdiction. Section 6. A concept of fair share in housing designed to insure an adequate residential resource, while avoiding the problems inherent in the concentration of subsidized units in impacted areas, should be supported. Section 7. The reception area for replacement housing shall be expanded to approximately 10 miles from the Freeway in order to help insure appropriate sites for such units and to minimize impaction. Section 8. Appropriate financial arrangements should be provided to encourage replenishment residential units that would result in individual ownership, with adequate safeguards to prevent speculation. Section 9. Priority shall be given to existing community residents to relocate from the corridor into housing replenished, as part of this program. Resolution No. 3678 - 2 - Section 10. Special consideration by both State and Federal agencies should be given to the processing of all grant applications sponsored by any of the participating units of local governments in support of the housing replenishment program. Section 11. Existing contracts between CALTRANS and local juris- dictions shall be adhered to in the implementation of the housing re- plenishment program.
