HomeMy WebLinkAboutResolution No. 3624 RESOLUTION NO. 3624 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY OF LOS ANGELES COUNTY TO DECLARE ITS SUPPORT OF, AND REAFFIRM ITS RECOGNITION OF, THE LOS ANGELES REGIONAL CRIMINAL JUSTICE PLANNING BOARD AS THE COUNTY REGIONAL CRIMINAL JUSTICE PLANNING AND COORDINATING BODY FOR CRIMINAL JUSTICE. WHEREAS, the Downey City Council, by Resolution #2886, adopted on the 10th day of December, 1973, recognized the Los Angeles County Regional Criminal Justice Planning Board as the Los Angeles County regional planning and coordinating body for criminal justice; and WHEREAS, the Los Angeles County Regional Criminal Justice Planning Board has, by distribution of funds made available by the Law Enforcement Assistance Administration between 1973 and 1978, accomplished the following: 1. Institutionalized planning and research in twenty -two police departments, four city attorney offices, the Los Angeles Municipal Court, and County Probation Department. 2. Enhanced crime control efforts through the development of more than sixty community crime prevention programs. These have resulted from planning and research efforts in analyzing crime trends and in developing permanent Crime Prevention Units within law enforcement agencies. 3. Improved the capability of timely access between existing data banks and criminal justice agencies through the Justice Data Interface Controller (JDIC) project. JDIC can handle 90,000 messages per hour, and has the capability of accessing all available state and national level automated law enforcement data files. Presently, JDIC interfaces nine local and state data files. 4. Enhanced the capability of the District Attorney's Office to access data on felony convictions involving approximately 850,000 transactions annually through the Prosecutor's Management Information System (PROMIS). 5. Implemented seven multi - jurisdictional burglary teams serving a specific population of 4,031,000, but impacting the entire County. In two years these teams have been responsible for: 2,854 Arrests 4,673 Cases Cleared $2,985,755 Property Recovered $5,092,327 Contraband Seized 6. Implemented an Integrated Burglary Information System (IBIS), a centralized automated system which links the burglary teams together and serves as a data bank for burglary or related criminal history information. 7. Achieved region -wide coordination and inter - jurisdictional cooperation by creating a youth services network linking hundreds of private services to public policy groups, encompassing sixty -four cities in Los Angeles County. 8. Provided eight million dollars in purchase -of- service contracts to 250 private community -based agencies providing direct services to over 25,000 youths to date. NOW, THEREFORE, BE IT RESOLVED, that the City Council of Downey declares its support for, and reaffirms its recognition of _ the Los Angeles County Regional Criminal Justice Planning Board as the Los Angeles County regional planning and coordinating body for criminal justice.
