A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS
ANGELES TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION OF
THE CITY OF DOWNEY TO BE HELD ON NOVEMBER 7, 1978, WITH
THE GENERAL STATE ELECTION PURSUANT TO SECTION 23302 OF
THE ELECTION PURSUANT TO SECTION 23302 OF THE ELECTIONS
CODE.
WHEREAS, the City Council of the City of Downey has
called a special Municipal election in the City of Downey to be
held on November 7, 1978, for the purpose of submitting certain
amendments to the Electors of the City; and
WHEREAS, it is desirable that said special Municipal
election be consolidated with the general State election to be
held on the same date and that within the City of Downey the
precincts, polling places and election officers of the two elec-
tions be the same, and that the Registrar of Voters of the County
of Los Angeles canvass the returns of the special Municipal elec-
tion and that said general State election and special Municipal
election be held in all respects as if there were only one
election;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That pursuant to the requirements of Section
23302 of the Elections Code, the Board of Supervisors of the
County of Los Angeles be and it hereby is requested to consent and
agree to the consolidation of a special Municipal election with
the general State election on Tuesday, the 7th day of November,

1978, for the purpose of submitting certain amendments to the
Charter of the City of Downey, as said amendments are hereinafter
set forth.
Downey City Charter Amendment No. 1
• Shall proposed Charter Amendment No. 1 amending Sections
500 and 501 of Article V, providing that councilmen shall be
elected at large, but shall be elected from one of the five
districts defined in the Charter be ratified.
Downey City Charter Amendment No. 2
Shall proposed Charter Amendment No. 2 amending Section
512 of Article V of the Charter, providing for either the publica-
tion of an ordinance after its adoption, or in lieu thereof the
publication and posting of a summary of the ordinance prior to and
subsequent to the adoption of the ordinance be ratified.
Downey Cit T Charter Amendment No. 3
Shall proposed Charter Amendment No. 3 amending Section
1211 of Article XII of the Charter, providing that contracts for
public works in c:.ces:_s of $7,500.00 be let to the lowest responsi-
ble bidder- and work or material costing less than $15,000.00 may
be performed without calling bids when authorized by the City

tion and said election shall be held in all respects as if there
were only one election, and only one form of ballot shall be
used.
SECTION 3. Said Board of Supervisors is hereby re-
quested to issue instructions to the Registrar of Voters to take
any and all steps necessary for the holding of said consolidated
election.
SECTION 4. The City of Downey recognizes that addi-
tional costs will be incurred by the County by reason of this
consolidation and agrees to reimburse the County for any such
costs.
SECTION 5. That the City Clerk of the City of Downey is
hereby directed to file a certified copy of this resolution with
the Board of Supervisors and the Registrar of Voters of the County
of Los Angeles.
