HomeMy WebLinkAboutResolution No. 3536 RESOLUTION NO. 3536 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY URGING THE GOVERNOR OF THE STATE OF CALIFORNIA AND THE CALIFORNIA STATE DEPARTMENT OF TRANSPORTATION TO EXPEDITE THE REMOVAL OF VACANT HOMES FROM THE RIGHT OF WAY OF THE I -105 FREEWAY, AND TI-IE CONSTRUC- TION OF THE FREEWAY, AND URGING THE FEDERAL DEPARTMENT OF TRANSPORTATION TO IMMEDIATELY APPROVE THE ENVIRONMENTAL IMPACT STATEMENT FOR THIS FREEWAY. WHEREAS, the construction of the I -105 Freeway has been in- terminably delayed since 1972, pending the completion of the Environ- mental Impact Statement, and WHEREAS, this delay has caused serious blight and deterioration in the Freeway Corridor; economic hardships upon property owners ad- jacent to the Corridor, because of the many boarded -up dwellings which have attracted vandals, arsonists, criminals, and other undesir- able elements into this area; and cost CALTRANS and the corridor cities millions of dollars for maintenance,surveillance and loss of taxes, and WHEREAS, the I -105 Freeway is a very vital link in the trans- portation system for the Southern California area, which would provide for a direct link from the eastern part of Los Angeles County to the Los Angeles Airport industrial and commercial complex, and WHEREAS, the construction of this Freeway with the median transit way would greatly alleviate the massive traffic congestion on the East -West arterial highways in the southern portion of Los Angeles County, and along with this provide economic benefits, the lessening of air pollution and savings in energy by removing 140,000 cars per day from the surface streets and provide more rapid transportation for goods and services, and WHEREAS, the legislative boards of all the governmental agencies involved, endorse the prompt construction, including the Cities of El Segundo, Los Angeles, Hawthorne, Inglewood, Lynwood, Paramount, South Gate, Downey, Norwalk, the County of Los Angeles, the Los Angeles County Transportation Commission, and the Southern California Association of Governments, and WHEREAS, Federal approval of the Environmental Impact Statement is required before the Court will lift its injunction, so that CALTRANS can proceed with further right -of -way acquisition, clearance and con- struction, and WHEREAS, the State Legislature has enacted legislation to expedite the removal of the blighted structures within the Freeway Corridor, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: Section 1. That the Secretary of the Federal Department of Transportation be strongly urged to expedite the approval of the En- vironmental Impact Statement for the 1-105 Freeway. Section 2. That the City Council of the City of Downey demands that the Governor of the State of California and the Secretary of the Department of Transportation carry out the direction of the State Legislature to immediately take whatever steps are necessary to remove the vacant structures within the Freeway Corridor in the City of Downey. Section 3. That the California Department of Transportation be directed to construct they 1-105 Freeway as an eight -lane Freeway with a public transit way in the median as soon as the injunction is lifted. -2- Section 4. That the Governor of the State of California and the California Transportation Commission be urged to see that the completion of this greatly needed multi -modal transportation facility be completed as expeditiously as possible. Section 5. The City Clerk is directed to forward copies of this resolution to the Governor of the State of California; the Cali- fornia Transportation Commission; the Director of the State Depart- ment of Transportation; the Honorable Brock Adams, Federal Secretary of Transportation; Assemblyman Bruce Young; State Senator William Campbell; Congressman Del Clawson; Senator Alan Cranston; Los Angeles County Board of Supervisors; the Los Angeles County Transportation Commission; and the affected cities along the route. Section 6. The City Clerk shall certify to the adoption of this resolution. APPROVED AND ADOPTED this 25th day of April , 1978. A G� William L.
