HomeMy WebLinkAboutResolution No. 3513 RESOLUTION NO. 3513 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUESTING THE FEDERAL DEPARTMENT OF TRANSPORTATION TO EXPEDITE APPROVAL OF THE ENVIRONMENTAL IMPACT STATEMENT FOR THE 1-105 FREEWAY, AND REQUESTING THE CALIFORNIA DEPARTMENT OF TRANSPORTATION TO CONSTRUCT A PUBLIC TRANSITWAY IN THE I -105 FREEWAY MEDIAN AND URGING THAT COMPLETION OF THIS MULTI -MODAL TRANSPORTATION FACILITY BE EXPEDITED. WHEREAS, location studies for the 1-105 Freeway were initiated in 1959 and this Freeway is a part of the California Freeway and Expressway System and became a part of the National System of Interstate and Defense Highways on March 20, 1968; and WHEREAS, the 1-105 Freeway is a vital transportation link in the South Central area of Los Angeles County planned to extend over 17 miles from the Los Angeles International Airport on the west to the Route 605 Freeway on the east; and WHEREAS, this facility will provide direct access to Los Angeles International Airport, California's heaviest traffic generator currently accommodating over 23 million passengers per year, as well as to other important traffic generators in the Inglewood -El Segundo Area; and WHEREAS, an effective public transit facility in this corridor is in the National interest to conserve energy and reduce pollution; and WHEREAS, the California Department of Transportation's current plans call for an 8 -lane divided freeway with provisions for a transitway in the median; and WHEREAS, construction of a combination freeway and transitway would demonstrate the feasibility and desirability of multiple right -of -way utilization to solve urban high volume transportation needs; and WHEREAS, it is estimated that the completion of this facility will remove approximately 140,000 cars a day from our surface streets, thereby eliminating about 560 accidents per year, reducing air pollution and conserving energy; and WHEREAS, the legislative boards of the governmental entities involved endorse expeditious construction including the Cities of El Segundo, Los Angeles, Hawthorne, Inglewood, Lynwood, Paramount, South Gate, Downey, Norwalk, the County of Los Angeles, the Los Angeles County Transportation Commission and the Southern California Association of Governments; and WHEREAS, Caltrans has already acquired 5,865 of the 8,230 dwelling units required and the majority of the affected residents and businesses in the freeway corridor have already been relocated; and WHEREAS, this partially cleared right -of -way is a blight on the communities through which it passes; and WHEREAS, Federal aid is available to pay approximately 92% of the $676 million total project cost and construction of this facility will guarantee that California will retain some $500 to $600 million in highway funds generated in California; and WHEREAS, Federal approval of the EIS is required before the Court will lift its injunction so that Caltrans can proceed with right -of -way acquisition and construction. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Downey requests the Secretary of the Federal Department of Transportation to expedite the approval of the Environmental Impact Statement for the 1-105 Freeway. SECTION 2. That the California Department of Transportation be requested to construct the 1-105 Freeway as an 8 -lane freeway with a public transitway in the freeway median. SECTION 3. That the Governor of the State of California, the California Transportation Commission and the State Department of Transportation be urged to expedite completion of this multi -modal transportation facility. SECTION 4. The City Clerk is directed to forward copies of this resolution to the Governor of the State of California, the California Transportation Commission, the Director of the State Department of Transportation, Assemblyman Bruce Young, State Senator William Campbell, Congressman Del Clawson, Senator Alan Cranston, the Secretary of the Federal Department of Transportation, the Los Angeles County Board of Supervisors and the affected cities along the route.
