A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY ESTABLISHING THREE (3) WATER SERVICE ZONES
FOR SEPARATE WATER RATES AND RESCINDING RESOLUTIONS
NO. 2380 AND 3491
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. Pursuant to the provisions of Section 7304 of the Downey Municipal
Code, the City Council hereby creates and establishes three water service zones
within the City as shown upon Exhibit A attached hereto and by this reference
made a part hereof:
ZONE I
The following bi- monthly rates hereby are established to be effective
January 31, 1978, and shall be collected by the Water Division of the City through
the Director of Finance for water furnished by said City for the said zone. Zone I
as used herein shall include the geographical area shown as Zone I on Exhibit "A"
and a water user who is receiving water from the Downey Municipal Water System as
the same exists on January 30, 1978.
For water furnished by said City through water meters:
First 2000 cu ft or less ($0.302) $6.04
Next 1000 cu ft, per 100 cu ft 0.226
Over 3000 cu ft, per 100 cu ft 0.211
The minimum bi- monthly charge for water furnished through meters shall be
as follows:

For apartments, add 50 to minimum for each additional apartment over one
using the same meter. For hotels, add 25 to minimum for each living unit over
one using the same meter.
There shall be no charge for water furnished through, or for fire protection
meters, when said meters are installed solely for fire protection.
ZONE II
The following bi- monthly rates hereby are established to be effective
January 31, 1978, and shall be collected by the Water Division of the City through
the Director of Finance for water furnished by said City for the said zone. Zone II
as used herein shall include the geographical area shown as Zone II on Exhibit "A"
and a water user who is receiving water from the Park Water Company in the City
as the same exists on January 30, 1978.
For water furnished by said City through water meters:
First 1400 cu ft or less (.473) $ 6.62
Next 8,600 cu ft, per 100 cu ft 0.376
Next 190,000 cu ft, per 100 cu ft 0.297
Over 200,000 cu ft, per 100 cu ft 0.256
The minimum bi- monthly charge for water furnished through meters shall
be as follows:

ZONE III
The following bi- monthly rates hereby are established to be effective
January 31, 1978, and shall be collected by the Water Division of the City through
the Director of Finance for water furnished by said City for the said zone.
Zone III as used herein shall include the geographical area shown as Zone III on
Exhibit "A" and a water user who is receiving water from the Southern California
Water Company in the City as the same exists on January 30, 1978.
For water furnished by said City through water meters:
First 1000 cu ft per 100 cu ft $0.288
Over 1000 cu ft, per 100 cu ft 0.317

The service charge is a readiness -to -serve charge applicable to all metered
service and to which is to be added the quantity charge computed at the
Quantity Rates.
Fire Service Rates
The following monthly rates for fire service shall be $3.00 per inch of
diameter of service connection per month.

The minimum charge or service charge will be charged in all zones unless a
shut -off or opening is ordered by the owner or tenant during the bi- monthly billing
period, then the charge shall be based on actual quantity of water used.
SECTION 2. All customers within Zones I, II and III shall be subject to the
provisions of the Downey Municipal Code as it relates to charges, fees, deposits
and other requirements.
SECTION 3. Resolution No. 2380 and 3491 are rescinded.
SECTION 4. This resolution shall be operative January 31, 1978.
SECTION 5. The City Clerk shall certify to the adoption of this resolution.
