HomeMy WebLinkAboutResolution No. 3490 0 z ■ ,p � O F UTURE IINLl1 RESOLUTION NO. 3490 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY COMMENDING POLICE CHIEF LOREN D. MORGAN ON HIS RETIREMENT WHEREAS, Loren D. Morgan was appointed Chief of Police for the City of Downey on August 1, 1970 and served until December 30, 1977; and WHEREAS, Loren D. Morgan has been active in many community service pro- grams and professional organizations including the Downey Rotary Club, the Boy Scouts of America, the Y. M. C. A. , the California Peace Officers Associa- tion, the California Police Chiefs Association, the Southeast Area Chiefs of Police, the Los Angeles County Police Officers Association and the Interna- tional Association of Chiefs of' Police; and WHEREAS, Loren D. Morgan has contributed significantly to the profession - aZization of the Police service in this area by co- authoring the college level text, Administration of Justice and by teaching at the University of Southern California, California State University -Los Angeles, and California State University -Long Beach in their Police Science programs; and WHEREAS, Loren D. Morgan has exerted strong and forthright leadership in the Downey Police Department, which has Zed to the institution of such new and innovative programs as the Planning and Research Unit, assignment of a Los Angeles County Probation Officer to the Department, addition of a Human Services Advisor, the Multi- Agency Cerritos Corridor Project for Juvenile Diversion, the Southeast Burglary Investigation Team, a Police Reserve, the Police Explorer Program, and the use of non -sworn personnel for Parking Enforcement; and WHEREAS, Chief Loren D. Morgan is being honored this evening, January 20, 1978 by his numerous friends, associates, supporters and well - wishers at the Montebello Country Club. NOW, THEREFORE, the' City Council of the City of Downey does hereby resolve as follows: SECTION 1. That this City Council extends its appreciation and commenda- tion to Chief Loren D. Morgan for his many years of dedicated and effective service in the criminal justice system and to the City of Downey. Section 2. That this City Council does hereby extend its best wishes for many long years of enjoyment in retirement. Section 3. The City Clerk shall certify to the adoption of this resolution and provide for its preparation for presentation to Chief Loren D. Morgan.
