HomeMy WebLinkAboutResolution No. 3380 RESOLUTION NO. 3380 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY RELATIVE TO EXPANSION OF THE DOWNEY CITY WATER DIVISION /FINANCE DEPARTMENT THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: — i SECTION 1. That Resolution 3302 adopted June 22, 1976 be and the same hereby is amended by changing the line items shown to the amounts indicated. "Section 1. Operating Budget Function Add General Government $ 3,000. Physical Environment 37,000. " "Section 2. Appropriations - Fund Balance /Retained Earnings Add General Fund 3,000. Enterprise Funds 37,000. " SECTION 2. That Exhibit "A" of Resolution 3302 be and the same hereby is amended by changing the Service program details thereof shown below to read as indicated: Add Personal Services Operating Chgs. 1350 - Revenue Programs Mgmt. 3,000. 3510 - Water Supply 2,119. 3520 - Water Distribution 16,956. 3540 - Minor Gap. Impr. -Water 2,119. 3550 - Program Support 6,806. $ 9,000. 31,000. 9,000. SECTION 3. That the Classification Plan, Table II on page 98 of the Downey City Personnel Manual be and the same hereby is amended by adding the title of Assistant Superintendent - Water at salary schedule 23 follow- ing the title of Water Superintendent, and Working Foreman - Water at salary schedule 20 following the title of Water Foreman; both effective May 1, 1977. SECTION 4. That the attached classification specifications for Assistant Superintendent /Water and Working Foreman -Water (Exhibit I) be and the same hereby are adopted. SECTION 5. SECTION 6. That the Finance Revenue Division Manning Table on page 134 of the 1976 -77 Downey City Budget be and the same hereby is amended by adding one (1) License Clerk. This Resolution contemplates also adding one part time License Clerk averaging 30 hours per week during the current fiscal year, to be reviewed during 1977 -78 Budget studies. SECTION 7. Desirable Qualifications Education: Graduation from high school Experience in: Five (5) years experience in municipal or private water works, including three (3) years in supervisory position. Knowledge: Meter repair and running water tests. Knowledge: Program and route planning; well,booster and reservoir maintenance; water quality sampling and testing; electric and telemetering. Skills: Use of water maintenance equipment, public relations, telemetering and water sampling. Ability to: Supervise, instruct, plan and organize work; interpret instructions, specifications, etc.; keep records and make reports. License: Valid drivers' license; Grade II State Health Department Water Treatment Plant Operator's License (production specialty only) . Career Ladder: Promotion to Assistant Superintendent, Superintendent of Water. Typical Duties Makes investigations and answers service requests related to water meters, curb and hydrant damage. Keeps records, prepares reports on activities and costs, and schedules repair work and meter replacements. Supervises and works with crews in repairing meters and small plumbing, hydrants and other facilities. Conducts in- service training classes in meter repair and reading, and follows up to insure proper safety practices. Maintains water pumps in proper working order. Maintains electric switch gear in proper working order. Maintains telemetering in proper working order. Takes running water quality samples. Working Foreman - Water Page Two Authority in Personnel Matters A Working Foreman, Water --• may recommend suspension of subordinate employees subject to review as soon as practicable by the Director of Public Works and recom- mends discipline to Division Head. Thoroughly investigates the causes of all accidents and takes corrective action to prevent recurrence, whether or not there is an injury. The supervisor must actively promote safety programs and safe practices. Exhibit I City of Downey Class Specification Personnel Office Revised February, 1977 ASSISTANT WATER SUPERINTENDENT Definition Supervisor of field operations of Water Division. Desirable Qualifications • Education: Graduation from high school. Experience in: 8 years experience in water distribution and maintenance including 4 years as a second level supervisor. Knowledge of: Water distribution; preventive maintenance and repair systems; field tools used. Skills in: Operation of field equipment (air compressor, back hoe tractor, skip loader, drilling machines, etc. 1 Ability to: Work with minimum supervision; supervise when called upon; understand instructions both oral and written; make reports. License: Valid driver's license; Calif. State Health Department Water Treatment Operator Grade 3 Certificate, or able to obtain within one year. Career Ladder Water Superintendent, Director of Public Works. Typical Duties Under direction, supervises personnel and work relating to the maintenance of the water system, including installation, replacement and repair of meters. Maintains water mains, maintains wells and pumps, installs, repairs and relocate water mains and services. Keeps records and makes reports on work performed. Administers division safety programs. Answers public inquiries. Acts for Superintendent in his absence.
