The City Council hereby adopts the following argument, — the text of which is set forth below in support of Downey City Charter Amendment No. 2, which amendment is to be submitted to a vote of the qualified electors of said City at the General Municipal Election to be held on the 13th day of April, 1976: ARGUMENT IN FAVOR OF DOWNEY CITY CHARTER AMENDMENT NO. 2. The present Charter provision which requires bids for the letting of contracts for public works projects in excess of $2,500 increases the cost of work because the opportunity of negotiating contracts is precluded. At the time Section 1211 of the Charter was ratified in January, 1965, the limitations of $2,500 and $5,000 under certain circumstances were adopted as being in keeping with the times. Since then, the inflationary spiral has made these amounts unrealistic. It is the opinion of the Council that economies and efficiency will be effected by increasing the limitations in Section 1211 of the Charter to $12,500 and under certain circumstances $25,000. Vote Yes on Downey City Charter Amendment No. 2. The Downey City Council: Joseph E. DiLoreto, Mayor Donald H. Winton, Mayor Pro Tem Hazel N. Scotto Richard M. Jennings William L. Greene Signed and approved this 12th day of January, 1976. SECTION 2. The City Clerk shall certify to the adoption of this Resolution and thenceforth and thereafter the same shall be in full force and effect.
