A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY REQUESTING REVISIONS IN
THE FHWA /UMTA DRAFT GUIDELINES FOR A
TRANSPORTATION DEVELOPMENT PROGRAM AND
URGING FHWA /UMTA TO WORK WITH THE INDI-
VIDUAL URBANIZED AREAS TO DEVELOP A
PROGRAM APPLICABLE TO THAT PARTICULAR AREA.
WHEREAS, the Federal Department of Transportation (DOT) has
proposed guidelines for the development, content, and processing
of a Short-Range Transportation Improvement Program for urbanized
areas, known as the Transportation Development Program (TDP); and
WHEREAS, these proposed guidelines require all urbanized
areas, regardless of size or individual circumstances, to accept
the same TDP methodology; and

will submit an inordinate amount of detail regarding projects
of purely local significance to qualify a small number of projects
for Federal funding; and
WHEREAS, FHWA /UMTA, through the promulgation of these new
guidelines, proposed a new decision - making process for the
Federal -Aid Transportation Program in California whereby the
Regional Transportation Planning Agencies would be responsible
for project selection and establishment of priorities, instead
of the cities and counties; and
WHEREAS, the urbanized cities and counties now have, or are
developing, allocation and implementation procedures for administra-
tion of the Federal -Aid Urban Program, which are being developed to
minimize delays and paper work and to allow the cities and counties
to determine the proper modes of transportation, establish priorities,
realize an equitable distribution of funds, and insure the effective
use of the Federal -Aid Urban Funds on significant projects as
determined by the cities and counties; and
WHEREAS, the concept of the regional approach to transportation
planning is wholeheartedly supported; however, the final decision -
making process for project selection and establishing the priorities
should be vested in the local elected officials who are the most
directly responsible to the people;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
RESOLVE AS FOLLOWS:
Section 1. That the FHWA /UMTA be requested to revise its
proposed guidelines to remove the inordinate amount of detail
regarding local transportation projects and the long delays in
receiving project approval for Federal -Aid projects, which removal
has been pointedly required by Congress in the Federal -Aid Highway
Act of 1973.
Section 2. That the City Council of the City of Downey
recommend that the FIIWIA /UMTA work with each of the urbanized areas
to develop a Short -Range Transportation Improvement Program procedure
which would be applicable to each urbanized area.
Section 3. That the City Council of the City of Downey
supports the process whereby the Regional Transportation Planning
Agencies provide assurances that programs developed and projects
which are selected by responsible local officials are in accord

with the Regional Transportation Plan; but opposes the vesting of
authority to select projects, establish transportation priorities,
and transportation modes, with the Regional Transportation Planning
Agencies.
Section 4. The City Clerk shall certify to the resolution
and transmit copies to Senator Cranston and Senator Tunney, to
members of the Southern California Congressional Delegation, to
Secretary of Transportation, to League of California Cities, and to
SCAG.
