A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
EXPRESSING OPPOSITION TO THE LOS ANGELES COUNTY
PROPOSITION A ON THE NOVEMBER, 1974 BALLOT
WHEREAS, the City Council of the City of Downey recognizes the urgent need
- -" for improved public transportation in the Los Angeles basin, however by tying
limited funds to a costly long term, fixed guideway system we will be eleminating
the possibility of providing an effective transportation system that is needed now.
We cannot wait 12 to 15 years; and
WHEREAS, 907 of the air - pollution in this basin is caused by the automobile
and we are required to reduce air - pollution now; and
WHEREAS, we believe we can and must conserve energy. The high cost of the
automobile is an increasing burden for the average family. There must be an
alternative; and
WHEREAS, automobile congestion is a major problem and without relief it will
unquestionably get worse. Ultimately streets and highways are widened and
maintenance is increased along with all the attendant costs; and
WHEREAS, there is well documented need for mobility for the old, young and
handicapped; and
WHEREAS, we have a massive street, highway and freeway system already paid
for and available. It goes everywhere we need to go with preferential treatment
for buses, such as exclusive lanes, signals allowing bus preference and other
innovations that are now used elsewhere, we could implement a system at far less
cost; and
WHEREAS, the 1000 buses to be acquired in the first three years of the proposal
will not begin to serve this vast basin; and
WHEREAS, despite the high cost of the Southern California Rapid Transit proposed
minimal system, there is a very substantial unmet operating deficit with no plan
identified to meet that deficit. This is not responsible programming; and
WHEREAS, we must plan for the future but to tie up funds in a long term project
when we desperately need an effective system now is irresponsible priority setting.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. That this City Council opposes the Los Angeles County Proposition
A on the November, 1974 ballot.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution,
and provide for appropriate distribution thereof.
APPROVED AND ADOPTED this 22nd day of October, 1974.

THEREBY CERTIFY that the foregoing Resolution was duly adopted at a regular
meeting of the City Council of the City of Downey thereof held on the 22nd day of
October, 1974, by the following vote, to wit:
AYES: 4 Councilmen: DiLoreto, Winton, Scotto, Jennings
NOES: 0 Councilmen: None
ABSENT: 1 Councilmen: Temple
