A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DOWNEY ENDORSING
AND SUPPORTING THE CLEAN WATER
BOND ACT OF 1974 (Proposition 2)
WHEREAS, despite considerable effort already by State
and local government to eliminate the water pollution in California, municipal
and domestic waste water discharges continue to damage the State's aquatic
environment; and
WHEREAS, a recently completed federal survey indicates that
more than $3 million must be dedicated to sewer treatment facilities just to
meet minimum federal water quality standards within the next several years;
and
WHEREAS, the. Clean Water Bond issue, Proposition 2, will
match federal and local funds to continue the sewer treatment construction
program with the goal of providing secondary treatment of all domestic waste
water and would make $250 million available to local districts and cities over
a four year period; and
WHEREAS, each dollar of State money is matched with one
dollar from the city and six dollars from the federal government; and
WHEREAS, the program is a continuation of the 1970 Bond
Act which provided the first $250 million and is authorized by an act which
passed the Legislature unanimously; and
WHEREAS, without the State contribution as provided by this
bond issue, individual cities and districts will be forced to provide double the
local matching funds in order to meet the minimum State and federal water
pollution standards required by law.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY
OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. That this City Council hereby endorses and
supports the Clean Water Bond Act of 1974 (Proposition 2) and calls on all
Californians to cast a resounding YES vote for Proposition 2 on June 4th.
SECTION 2, The City Clerk shall certify to the adoption of
this resolution and appropriate distribution thereof.
