HomeMy WebLinkAboutResolution No. 2920 RESOLUTION NO. 2920 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY SUPPORTING HELPLINE YOUTH COUNSELING WHEREAS, the Downey City Council is providing local leadership and direction in the fields of drug abuse and juvenile delinquency preven- tion and treatment, coordinating its efforts with those of other southeast Los Angeles County cities, other governmental agencies and private groups to effectively meet and deal with these serious problems among our young people and their families; and WHEREAS, Helpline Youth Counseling, through its many programs has demonstrated a great capacity to assist youth and their families relative to the prevention and control of criminal acts within our jurisdiction; and WHEREAS, Helpline serves as a major focal point for crime pre- vention and control; and WHEREAS, Helpline has demonstrated an effective linkage between our citizens and the prevention, treatment and control of crime as evaluated by the Los Angeles County Sheriff's; and WHEREAS, Helpline is the largest juvenile police referral agency in Los Angeles County; and WHEREAS, final grant funds made available to Helpline from the California Council on Criminal Justice are expiring in December of 1974; and WHEREAS, Helpline has applied for funding from the County of Los Angeles to continue its vital multiple community services for the fiscal year 1974 -75; and WHEREAS, the City of Downey has provided support to Helpline in seeking its original funding and wishes to continue, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Downey does hereby adopt this resolution to commend the Helpline Counseling Center for initia- ting, designing and implementing its program to meet some of the needs of our youth, and urges the public to become informed about and support the Center in its efforts as set forth above. SECTION 2. The City Council of the City of Downey by and on behalf of the City of Downey does hereby urge the Board of Supervisors of Los Angeles County to make all necessary funding available to Helpline in consideration of the above. SECTION 3. The City of Downey further urges the Board of Supervisors to consider the funding of Helpline prior to July 1, 1974, so as not to drastically alter the quality and quantity of services provided to the County and Downey residents. SECTION 4. The City of Downey also urges the Board of Supervisors to expedite their staff reviews so that an early determination of Helpline's request for revenue sharing funds for future programs and services can be accomplished and thereby prevent an increased disintegration of family life with a resulting increase of juvenile criminal activities among our mutual constituents. 2 SECTION 5.
