in Los Angeles County; and
WHEREAS, final grant funds made available to Helpline from the

and
WHEREAS, Helpline has applied for funding from the County of
Los Angeles to continue its vital multiple community services for the
fiscal year 1974 -75; and
WHEREAS, the City of Downey has provided support to Helpline
in seeking its original funding and wishes to continue,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Downey does hereby

our youth, and urges the public to become informed about and support the
Center in its efforts as set forth above.
SECTION 2. The City Council of the City of Downey by and on
behalf of the City of Downey does hereby urge the Board of Supervisors
of Los Angeles County to make all necessary funding available to Helpline
in consideration of the above.
SECTION 3. The City of Downey further urges the Board of
Supervisors to consider the funding of Helpline prior to July 1, 1974, so
as not to drastically alter the quality and quantity of services provided to
the County and Downey residents.
SECTION 4. The City of Downey also urges the Board of Supervisors
to expedite their staff reviews so that an early determination of Helpline's
request for revenue sharing funds for future programs and services can be
accomplished and thereby prevent an increased disintegration of family life
with a resulting increase of juvenile criminal activities among our mutual
constituents.
