A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
EXPRESSING STRONGEST OPPOSITION TO AB 1181
WHEREAS, California cities have always endeavored to maintain the
most constructive relations with our legislative representatives through
the objective representation of the League of California Cities; and
WHEREAS, California cities, for many years, have carefully con-

sidered the significance and impact of metropolitan government upon city
governments with particular reference to our immediate first -line
responsibility for the public welfare; and
WHEREAS, California cities have, after careful and mature delibera-
tion, evolved a considered judgment that representation on metropolitan
bodies should be (a) voluntary with reference to the jurisdictions involved
and (b) governed by bodies made up of elected officials rather than from
newly created electoral districts bearing no relationship to existing City
boundaries; and
WHEREAS, this position has been taken and sustained with the
strongly held feeling that only elected local officials can know the needs
of local taxpayers with reference to metropolitan problems bearing on
municipal affairs and should, therefore, be charged with the responsibility
for making decisions in these areas for which they can be held directly
responsible to their local electorates; and
WHEREAS, Assembly Bill 1181 which would enact the Southern
California Area Planning Act turns the Southern California Association of
Governments from its present status as a voluntary association of cities
and counties into a mandatory and statutory new level of government over
the counties of San Bernardino, Los Angeles, Ventura, Orange, Riverside and
Imperial; and
WHEREAS, we strongly believe that this measure, despite its pre-
sent form, will ultimately open the door to additional direct taxation and
should, therefore, only be approved after direct vote of the taxpayers
involved; and
WHEREAS, Assembly Bill 1181, by setting the precedent of arbitrary
legislative overturning of existing representational patterns, would also
open the door to future arbitrary amendment changing the representation of
its governing body to some form of at -large election or proportional
representation.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. That this City Council stands unalterably opposed to
the bureaucratic usurpation of the functions of local government represented
by Assembly Bill 1181 which is now before the Senate of the State of
California.
SECTION 2. That this City Council demands that our Senators Walsh
and Kennick vote against this evil legislation and urge their colleagues
to defeat it.
SECTION 3. The City Clerk shall certify to the adoption of this
Resolution, cause a certified copy to be sent to Senators Walsh and Kennick,
and provide for other appropriate distribution thereof.
APPROVED AND ADOPTED this llth day of February, 1974.

held on the llth day of February, 1974, by the following vote, to wit:
