A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY INITIATING PROCEEDINGS FOR
THE TRANSFER OF CERTAIN UNINHABITED TER-
""' RITORY FROM THE CITY OF DOWNEY TO THE
CITY OF NORWALK, PURSUANT TO THE PROVISIONS
OF ARTICLE 4.5 OF CHAPTER 1, PART 2,
DIVISION 2, TITLE 4 OF THE ,GOVERNMENT CODE
OF THE STATE OF CALIFORNIA.
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS
FOLLOWS:
SECTION 1. The City Council of the City of Downey
does hereby find, determine and declare, as follows:
(a) That the Cities of Downey and Norwalk
are contiguous and the City Council of each City
desires to transfer certain uninhabited territory
now included in the City of Downey to the City of
Norwalk; and
(b) That the territory in the City of Downey
which is proposed to be annexed by the City of Norwalk
is a portion of the San Gabriel River;
(c) That the City Council of the City of Downey
desires to initiate proceedings pursuant to Article 4.5
of Chapter 1, Part 2, Division 2, Title 4 of the
Government Code of the State of California, for the
transfer of the territory hereinafter described to the
City of Norwalk; and
(d) That the Local Agency Formation Commission
of the County of Los Angeles on July 11, 1973,
approved the above described proposal for annexation
of territory as above described.
SECTION 2. That the City Council of the City of Downey
does hereby request the Board of Supervisors of the County of
Los Angeles, to effect the transfer, pursuant to the provisions of
Article 4.5 of Chapter 1, Part 2, Division 2, Title 4 of the
Government Code of the State of California, from the City of Downey
and the annexation thereof to the City of Norwalk of the following
described uninhabited territory now included in the City of Downey:
Beginning at the intersection of a line parallel and concentric
with and 200 feet southeasterly, measured at right angles or
radially, from the centerline of that certain 400 foot strip of
land described in Parcel 7 in Final Judgment in favor of the
Los Angeles County Flood Control District a certified copy of
which is recorded in Book 21373, page 398 of Official Records,
in the office of the Recorder of the County of Los Angeles and
the northwesterly prolongation of the southwesterly line of
Lot 50 of Tract No. 16230 as shown on map filed in Book 382, pages
44 to 48 inclusive of Maps, in the office of said recorder,
said intersection being the most westerly, northwesterly corner
of the City of Norwalk as same existed on May 7, 1973; thence
northwesterly along said prolongation to that certain 4000 foot
radius curve in said centerline; thence southwesterly along
said certain curve through a central angle of 10 54' 13" a
distance of 761.22 feet to the southwesterly terminus thereof;
thence South 22° 44' 56" East along said centerline 2079.64 feet
to the southwesterly line of the Southern Pacific Railroad right
of way, 100 feet wide, as shown on County Surveyor's Filed Map
No. 11791, on file in the office of the County Engineer of said
county; thence southwesterly in a direct line to the intersection
of that certain course having a bearing and length of N 64 02' 30"
W 906.66 feet in the centerline of Downey Norwalk Road, formerly
Downey Norwalk & Orange County Line Road, as shown on County
Surveyor's Filed Map No. 10269, Sheet 5, on file in the office
of the County Engineer of said County Engineer and a line parallel
with and 200 feet southeasterly, measured at right angles, from
the northwesterly line of that certain parcel of land described
in Document No. 173854 filed on August 22, 1929, under provisions
of the Land Title Act, recorded in the office of said recorder;
thence southwesterly along said last mentioned parallel line to
a line parallel with and 200 feet easterly, measured at right
angles, from the westerly line of said certain parcel of land;
thence southerly along said last mentioned parallel line to the
southerly line of Lot V in the northeast quarter of the southwest
quarter of Section 11, Township 3 South, Range 12 West of the
Rancho Santa Gertrudes subdivided for the Santa Gertrudes Land
Association as shown on map recorded in Book 32, page 18 of Mis-
cellaneous Records, in the office of said recorder; thence along
the centerline of the San Gabriel River right of way, 400 feet
wide, as shown on said County Surveyor's Filed Map No. 10269,
Sheet 5, South 2° 49' 50" West 1321.17 feet to the centerline of
Imperial Highway as said last mentioned centerline is shown on
map of Tract No. 14266 filed in Book 454, pages 18 and 19 of said
Maps; thence easterly along said last mentioned centerline 3.69
feet; thence along the centerline of the San Gabriel River right
of way, 400 feet wide, as shown on said County Surveyor's Filed
Map No. 10269, Sheet 5, South 2° 59' 25" East 481.95 feet to the
beginning of a tangent curve concave to the east and having a
radius of 6000 feet in said last mentioned centerline; thence
southerly along said last mentioned curve through a central angle
of 12° 36' 35" a distance of 1320.49 feet; thence South 15° 36' 00"
East along said last mentioned centerline 890.06 feet to the center-
line of Foster Road as said last mentioned centerline is shown on
map of Tract No. 18571 filed in Book 491, pages 5 to 9 inclusive
of said Maps; thence easterly along said last mentioned centerline
to the boundary of the City of Norwalk as same existed on said
date (along the easterly line of the San Gabriel River right of
way); thence northerly and northeasterly along said boundary to
the point of beginning.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolution and cause a certified copy thereof to be filed
with the Local Agency Formation Commission prior to August 15, 1973.
