A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY ESTABLISHING AN HOURLY RATE PAY PLAN
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. That Section 18, "Part -time Employees" on page 3 of
the City of Downey Personnel Manual be and the same hereby is repealed
and a new Section 18 enacted to read as follows:
SECTION 18. "Part -time (or Hourly) Position." A position
compensated on an hourly basis.
SECTION 2. That a new Section 19a be added to page 3 of the City
of Downey Personnel Manual to read as follows:
SECTION 19a. "Permanent Position." A position compensated
on monthly salary schedule or special flat rate, and eligible
for employee leave and benefit provisions.
SECTION 3. That a new Section 2E be and the same hereby is added
to page 77 of the City of Downey Personnel Manual to read as follows:
"E. Hourly Rate Pay Plan. The Pay Plan in Table 1•H consists
of a set of hourly wage schedules. Each wage schedule is designated by a
wage schedule number followed by the designation "H ". Each schedule
consists of five (5) steps of hourly compensation, each of which is designated
by a step letter. Table 1 -H is hereby adopted, as attached.
1) All hourly classifications shall be compensated on one of the
wage schedules in Table 1..H.
2) A part time position may be allocated to the same classification
as permanent positions, but shall be compensated on the basis of the wage
schedule whose "A" step is closest to but not more than the "A" step of the
salary schedule assigned to the classification of said permanent positions."
SECTION 4, That Section 3D "Eligibility for Hourly Rate Increases"
on page 85 of the City of Downey Personnel Manual be and the same hereby
is repealed and a new Section 3D enacted to read as follows:
D. Eligibility for Hourly Step Advancements. Hourly employees
are eligible for four annual step increases on said employees'
respective anniversary dates, provided that no employee now
above the "E" step shall be reduced by this provision. Hourly
step increases shall be considered on the same merit basis as
salary step increases.
SECTION 5. That Table 1D "Hourly Rate Schedule" on page 84 of the
Downey City Personnel Manual be and the same hereby is repealed.
SECTION 6. That Table II "Classification Plan" on page 93 - 100
of the Downey City Personnel Manual be and the same is hereby amended
by revising the wage rate schedule assigned therein to each class title as
set forth in Exhibit "A" hereof.
SECTION 7. The City Clerk shall certify to the adoption of this
Resolution, which will become effective July 1, 1973.
