A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DOWNEY OPPOSING
DIVERSION OF GASOLINE SALES TAX FUNDS
WHEREAS, the 1971 legislature adopted Senate Bill 325 providing
for a 1/4% sales tax on gasoline; and
WHEREAS, the revenues from this tax were intended as additional
general fund revenue as well as for the financing of public transportation;
and
WHEREAS, the City of Los Angeles has urged all cities within the
Southern California Rapid Transit District to commit all of their funds
from SB 325 for the development and construction of a mass rapid transit
system for Greater Los Angeles; and
WHEREAS, the City of Los Angeles has announced its intention of
joining with the Southern California Rapid Transit District in filing a grant
application to the Urban Mass Transportation Administration to conduct a
feasibility study in financing and priorities of routes; and
WHEREAS, the proposed grant application procedure would exclude
the suburban cities of Los Angeles County from the all important initial
phases of the design of the grant application; and
WHEREAS, SB 325 was passed in large measure through the staunch
support of cities such as Downey which are in the greatest need of general
fund revenue.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY
DOES RESOLVE AS FOLLOWS:
SECTION 1. That this City Council opposes the commitment of all
SB 325 funds to rapid transit.
SECTION 2. That this City Council opposes the unilateral development
of a grant application for the use of tax funds by the City of Los Angeles and
the Southern California Rapid Transit District.
SECTION 3. That this City Council urges other cities to join in the
above resolution.
SECTION 4. The City Clerk shall certify to the adoption of this
resolution and shall provide for appropriate distribution thereof.
