A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
URGING ADOPTION OF REVENUE SHARING
WHEREAS, urban problems and the commensurate demand for municipal
service has increased vastly over the past decade, and such demands are
anticipated to increase still further in the future; and
WHEREAS, local tax resources are proving inadequate to the demands
being placed upon them due to inflation as well as urban problems; and
WHEREAS, the Federal tax system is able to expand with inflationary
trends, possesses greater efficiency of collection and proceeds from a
vastly broader base; and
WHEREAS, home rule is critically important to the survival of our
form of government; and
WHEREAS, categorical grant programs require unnecessarily complica-
ted justifications and meeting of the Federal rather than local needs;
and
WHEREAS, an equitable revenue sharing proposal will recognize the
differing needs of local communities and provide an efficient, easily
controlled and effective means of meeting pressing urban problems.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. That this City Council vigorously supports favorable
Congressional consideration of an equitable Revenue Sharing Program.
SECTION 2. The City Clerk shall certify to the adoption of this
Resolution and shall provide for appropriate distribution thereof.
APPROVED AND ADOPTED this 13th day of March, 1972.
