HomeMy WebLinkAboutResolution No. 2664 RESOLUTION NO. 2664 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY SUPPORTING EQUITABLE SOCIAL WELFARE TAXATION WHEREAS, the State of California has established social welfare programs and mandated the funding thereof upon county taxpayers as a required inclusion in the county budget; and WHEREAS, this State requirement cost county taxpayers 285 million dollars last year and escalates each year; and WHEREAS, removal of this charge from property taxes would bring about massive instant property tax relief; and WHEREAS, it is only fair and equitable that the governmental authority requiring an expenditure of public funds should be the authority required to provide the taxation support for such expenditures; and WHEREAS, the Board of Supervisors of Los Angeles County, in conjunction with the Statewide Supervisors Association, has sponsored an assembly constitutional amendment providing that social welfare services and that additional county and city services required by State law, shall be financed by other than ad valorem taxes on property and further that expenditures for social welfare services shall not be supported by ad valorem taxes; further, that the legislature shall provide for subvention support for additional services which are mandated upon the cities and counties. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. That this City Council does endorse and support the proposed Assembly Constitutional Amendment and urge its adoption by the State Legislature and the people of the State of California. SECTION 2. The City Clerk shall certify as to the adoption and provide for appropriate distribution thereof. APPROVED AND ADOPTED this 22nd day of February, 1972.
